<br />. Community Trails System - Commissioner Arkin stated that the would like to see more <br />~ community trails. Chairperson Sullivan stated that he would like to see a link of the Arroyo <br />trails to the BART station. The Commission agreed that a BART link to the trail system, <br />including the paving ofthe trails, should be a high priority. <br />. Staples Ranch Community Park - Commissioner Arkin voiced his opposition to this item, <br />noting that it is not appropriate to develop an active park where planes are flying 50 to 100 <br />feet above the site. <br />. Senior Center: Computer Lab: Commissioner Maas advised that she would like to see <br />computer classes offered at the Senior Center. <br />. Landscaping Items - Commissioner Arkin voiced support for the landscape improvements <br />that have reasonable costs. Commissioner Maas indicated that she feels it is important to <br />spread these improvements across the City. Commissioner Arkin advised that he would like <br />to see an item added to provide vegetation along the Arroyo on 1-680, on the east side from <br />West Las Positas to 1-580. The Commission agreed that this item should be added as a <br />comment from the Planning Commission, recommending that this matter be reviewed, <br />with consideration being given to utilizing the Urban Forestry Fund for this project. <br /> <br />b. Review of the 2000-2001 Growth Mana2ement Report <br /> <br />/"""- <br /> <br />Mr. Swift presented the staff report, noting that the staff report includes updated tables through <br />January 2001. He provided an overview of the residential development allocation process and <br />the steps outlined in the staff report which the Planning Commission should follow in making its <br />recommendation to the City Council. He noted that the staff report includes the requests for <br />reallocations. He commented that the City Council has taken action to remove the condition <br />tying the New Cities PUD approval to the approval of the Happy Valley Specific Plan <br />annexation, and he reviewed the options that the Planning Commission may want to consider <br />related to the New Cities development. <br /> <br />Mr. Swift advised that staff has outlined a number of different options for consideration by the <br />Planning Commission as to how it might want to proceed. He described areas related to <br />infrastructure and services available, and employment growth and housing needs. <br /> <br />In response to a question from Commissioner Arkin, Mr. Swift commented on the statement in <br />the staff report regarding the number of residents who actually work in the City. Commissioner <br />Arkin noted that last year the Planning Commission set a goal to strive to increase the number of <br />residents who work in the City by 2%. Discussion ensued regarding this matter and the <br />condition applied to projects by the Planning Commission in an attempt to address this issue. <br /> <br />Mr. Swift presented the seven allocation options provided in the staff report, and described <br />staff's recommended proposal. <br /> <br />In response to an inquiry by Commissioner Maas, Mr. Swift advised that staff recommends 100 <br />units be allocated for first-come/first-served projects in order to accommodate most projects <br />throughout the year, and to reduce the number to 75 would allow permits to be issued through <br />most of the year. <br /> <br />~ <br /> <br />March 28, 2001 <br /> <br />Page 5 <br /> <br />PLANNING COMMISSION MINUTES <br />
