<br /> AN ORDINANCE OF THE CITY OF PLEASANTON REPEALING CHAPTERS
<br /> 20.04, 20.08, 20.12, 20.16, 20.20, 20.24, 20.32, 20.34, 20.40, 20.48, 20.52,
<br /> 20.55, 20.58, 20.60, 20.65 AND ADOPTING NEW CHAPTERS 20.04
<br /> (BUILDING ADMINISTRATIVE CODE), 20.08 (BUILDING CODE), 20.10
<br /> (RESIDENTIAL CODE), 20.12 (PLUMBING CODE), 20.16 (MECHANICAL
<br /> CODE), 20.20 (ELECTRICAL CODE), 20.24 (FIRE CODE), 20.32
<br /> (DANGEROUS BUILDINGS CODE), 20.55 (SWIMMING POOL, SPA AND HOT
<br /> TUB CODE) AND 20.65 (INTERNATIONAL PROPERTY MAINTENANCE
<br /> CODE) OF THE PLEASANTON MUNICIPAL CODE BY ADOPTING BY
<br /> REFERENCE AND AMENDING THE 2009 EDITIONS OF THE
<br /> INTERNATIONAL BUILDING, RESIDENTIAL, FIRE, AND PROPERTY
<br /> MAINTENANCE CODES; THE 2009 EDITIONS OF THE UNIFORM
<br /> PLUMBING, MECHANICAL AND THE SWIMMING POOL, SPA AND HOT TUB
<br /> CODES; THE 2008 EDITION OF THE NATIONAL ELECTRICAL CODE; AND
<br /> PMC CHAPTER 20.36 (SECURITY REGULATIONS).
<br /> WHEREAS, the State of California Building Standards Commission has adopted
<br /> a new Title 24 California Code of Regulations, the State Building Standards Code,
<br /> which will become effective on January 1, 2001; and
<br /> WHEREAS, California Health and Safety Code Section 17958 and
<br /> Section 17958.5 allow the City, by ordinance, to make modifications or changes to the
<br /> State Building Standards Code and other regulations adopted pursuant to California
<br /> Health and Safety Code Section 17922; and
<br /> WHEREAS, California Health and Safety Code Section 17958.5 requires that
<br /> such changes must be determined to be reasonably necessary because of local
<br /> climatic, geologic or topographical conditions; and
<br /> WHEREAS, California Health and Safety Code Section 17958.7 requires that the
<br /> City, before making any modifications or changes pursuant to Health and Safety Code
<br /> Sections 17958 and Section 17958.5, shall make an express finding that each such
<br /> modification of change is needed; and
<br /> WHEREAS, the City Council finds that because of the local topography, seismic
<br /> activity and potential for fire related death and damage in the City of Pleasanton and
<br /> pursuant to Health and Safety Code Section 18941.5 the requirements of the
<br /> Pleasanton Municipal Code in the codes and standards of this Ordinance are necessary
<br /> for the health, safety and welfare of the residents of the City of Pleasanton; and
<br /> WHEREAS, the City Council finds that because of the reasons stated, the State
<br /> of California adopted Building Standards Code, Specifications, and Standards in their
<br /> entirety do not adequately address the life safety requirements of the City of
<br /> Pleasanton; and
