BACKGROUND <br /> In 2003, Isabel Avenue, which runs between Vallecitos Road and Airway Boulevard, <br /> was designated as the new State Route 84, moving it from its previous location on <br /> Vallecitos and First Street in Livermore. Upon transfer of the State Route designation, <br /> Caltrans identified Isabel Avenue as a "controlled access highway." <br /> A "Controlled Access Highway" is any roadway that provides limited points of vehicular <br /> access where those access points are only at interchanges and intersections. <br /> Freeways and expressways are examples of controlled access highways. Caltrans <br /> requires a Controlled Access Highway Agreement between a local agency and the <br /> State when the controlled access highway runs through or adjacent to the local agency. <br /> Pleasanton's Vineyard Avenue intersects Isabel Avenue and is controlled by a traffic <br /> signal that is owned, operated and maintained by Caltrans. <br /> A controlled access highway agreement identifies that any closure or relocation of local <br /> roadways required to create a controlled access highway will be paid for by Caltrans, <br /> but the City would be required to maintain the newly constructed local roadway. <br /> DISCUSSION <br /> Caltrans requested the City enter into a Controlled Access Highway Agreement upon <br /> completion of the transfer of State Route 84 to Isabel Avenue in 2003. At the time of <br /> the initial request, the ultimate design of State Route 84 and its potential impact on local <br /> circulation was unknown. The City decided to defer the adoption of the agreement until <br /> the ultimate design and impact to Vineyard Avenue was determined. <br /> Caltrans has approved the ultimate design of State Route 84. The design does not <br /> close or reconstruct any Pleasanton local roadways and full access to State Route 84 <br /> via Vineyard Avenue will remain. This includes both vehicular and pedestrian access to <br /> and across State Route 84 from Vineyard Avenue. <br /> With completion of the design, Caltrans has again requested the City execute the <br /> Controlled Access Highway Agreement. There is no anticipated closure or <br /> reconstruction of roadway, right of way acquisition or alteration shown to be necessary <br /> in the ultimate design. By signing this agreement the City agrees that if there were <br /> alterations shown, the City would operate and maintain those new local roadways. <br /> Submitted Approv by: <br /> i / y ,,, <br /> , .
