Councilmember McGovern said the campaign is a great idea; it appears to be very cost - <br />effective through use of social media, and she thanked everybody for their work. <br />Ms. Ott said when they rolled the campaign out to local merchants, they want to take extra <br />merchant tool kits back to the people in their buildings and shopping center and Economic <br />Vitality Committee members have also agreed to go to individual businesses to make sure they <br />capture everybody. They hope to have the campaign also continue on after the holiday season. <br />13. Consider adoption of a resolution approving joint cooperative efforts with the City of <br />Livermore regarding the Livermore Airport <br />Assistant City Attorney Larissa Seto gave the staff report and said the Livermore Municipal <br />Airport has been operating in the Tri- Valley for over 40 years. The airport provides a regional <br />economic benefit to local businesses, as well as providing public safety and emergency <br />response capabilities that benefit the public safety of all communities in the Tri - Valley. It is a <br />base for privately -owned aircraft and provides related services such as fueling, maintenance, <br />and flight school services. <br />Earlier this year, the City of Livermore adopted a General Plan amendment and rezoning in their <br />area to create an Airport Zoning District which effectively repealed a 1975 Airport Master Plan. <br />In addition to adopting their General Plan amendments, Livermore approved operational and <br />development policies for the airport. They addressed issues concerning noise, and the EIR <br />addressed concerns and issues of Pleasanton residents and of the City Council. <br />The City of Pleasanton commented on the FIR, the Council discussed whether or not there <br />should be some re- analysis by Livermore based on the fact they are the City's neighbor and the <br />need to address concerns of both communities, as the airport provides a regional benefit. <br />Ms. Seto noted that a main concern raised has been airport noise. Some people feel there are <br />nighttime operations that cause disturbances, as well as daytime airport activity. Comments are <br />always tempered by the fact that there are several pre - emptions of airport noise regulation. <br />Some Bay area airports have local noise regulations but those took effect locally pre -1991. <br />Then, in 1991 the Federal government decided that local airports could no longer regulate as to <br />noise, and as long as operational aircraft meet FAA standards, they are allowed to operate, and <br />local agencies cannot have separate noise regulations. Therefore, they have a lot of voluntary <br />measures. <br />Pleasanton has followed Livermore's rezoning and worked cooperatively with them, a Council <br />subcommittee of Councilmembers McGovern and Sullivan met with their counterparts in <br />Livermore to discuss Pleasanton's concerns about the plans and how it would affect Pleasanton <br />and Livermore residents. This resulted in the Resolution for Joint Cooperative Efforts for the <br />Livermore Airport, which follows up with some of their own interests adopted already in those <br />policies. The City of Livermore adopted the same resolution as is before the City Council <br />tonight. She reviewed the six issues where there was some joint cooperation with Livermore: (1) <br />Coordinate efforts to change Federal law to phase -out old noisy jets; (2) Establish a community <br />forum of stakeholders to evaluate noise concerns; (3) Consider implementation of technology <br />and mitigation measures to address noise; (4) Provide more access to the public about airport <br />noise; (5) Coordinate future noise studies; (6) Resume regular, quarterly meetings of the <br />Livermore /Pleasanton Liaison Committee. <br />City Council Minutes <br />Page 4 of 10 September 21, 2010 <br />
