City Engineer before issuance of the first building /onsite permit for the project to determine <br /> if this structure must be modified to further slow the velocity of the stormwater runoff before <br /> entering the Arroyo. The applicant concurs with this requirement. <br /> VI. PUBLIC COMMENT <br /> Public notices were sent to the property owners, business owners, and business tenants <br /> within a 1,000 -foot radius for the property and to residents in the Laguna Oaks <br /> development and the Bernal Specific Plan area. The noticing area is provided as Exhibit <br /> K. A public notice was also sent to the Pleasanton Chamber of Commerce, the <br /> Pleasanton Downtown Association, and to the owners and managers of Pleasanton <br /> supermarkets /grocery stores including Safeway, Lucky's, Nob Hill Foods, Gene's Fine <br /> Foods, Raley's, and Cole's Market, and to the owner /operator of the Bernal Corners <br /> Service Station. <br /> With the previous work sessions, staff had received comments from the manager of the <br /> Gene's Fine Foods grocery store and the owner of the Bernal Corners Service Station <br /> indicating their opposition to the proposal based upon the potential impacts to their <br /> businesses. Other public comments received during the course of the project review going <br /> back to the work session notices support the proposed project; question the lack of a <br /> service station; express concern over noise and traffic impacts; and question another <br /> commercial center in Pleasanton. The applicant has met with representatives of the <br /> Pleasanton Chamber of Commerce and the Pleasanton Downtown Association, the <br /> owner /operator of the Bernal Corners Service Station, and the various neighborhood <br /> groups throughout the project review and has relayed to staff the public's support of the <br /> proposal. <br /> VII. ENVIRONMENTAL ASSESSMENT <br /> Initial Study /Mitigated Negative Declaration <br /> Environmental review for the proposed project is covered by the attached Initial <br /> Study /Mitigated Negative Declaration (IS /MND). Staff believes that the Mitigated Negative <br /> Declaration can be issued in conformance with the standards of the California <br /> Environmental Quality Act (CEQA). If the Planning Commission concurs with this <br /> environmental assessment, it must make the finding that the Mitigated Negative <br /> Declaration is appropriate prior to recommending approval of the proposed project. <br /> Environmental Analysis <br /> The environmental analysis for the proposed project used the Final Environmental Impact <br /> Report for the San Francisco Water District Property (California State Clearinghouse No. <br /> 96- 013005), dated March 1999, prepared by Mundie & Associates and the City of <br /> Pleasanton, and separate analyses for traffic impacts and mitigations and greenhouse gas. <br /> All relevant mitigation measures identified in this environmental assessment have been <br /> included as conditions of project approval. <br /> Pleasanton Gateway Page 28 of 35 August 25, 2010 <br />
