Pleasanton Gateway— Environmental Checklist <br /> The California Natural Resources Agency, pursuant to Senate Bill 97, amended the CEQA <br /> Guidelines on December 30, 2009, which became effective on March 18, 2010, that <br /> included the addition of Green House Gas emissions topics and checklist items that were <br /> incorporated into the Initial Study Checklist for this project under Items f) and g). <br /> Less Than <br /> Significant <br /> Potentially Impact With Less Than <br /> Significant Mitigation Significant No <br /> Issues _ Impact Incorporated Impact Impact <br /> Air Quality <br /> Where available, the significance criteria established by the applicable air quality <br /> management or air pollution control district may be relied upon to make the following <br /> determinations. Would the project: <br /> a) Conflict with or obstruct implementation of the I 1 LJ I I EX <br /> applicable air quality plan? <br /> b) Violate any air quality standard or contribute 1 I X <br /> substantially to an existing or projected air quality <br /> violation? <br /> c) Result in a cumulatively considerable net increase of ] L 1 X <br /> any criteria pollutant for which the project region is <br /> non - attainment under an applicable federal or state <br /> ambient air quality standard (including releasing <br /> emissions, which exceed quantitative thresholds for <br /> ozone precursors)? <br /> d) Expose sensitive receptors to substantial pollutant ] r X <br /> concentrations? <br /> e) Create objectionable odors affecting a substantial I LX <br /> number of people? <br /> f) Generate greenhouse gas emissions, either directly 1 [X <br /> or indirectly, that may have a significant impact on the <br /> environment. <br /> g) Conflict with an applicable plan, policy, or regulation [ I ri LXi <br /> adopted for the purpose of reducing the emission of <br /> greenhouse gases? <br /> Discussion <br /> a) A project is determined to be consistent with the implementation of the regional air <br /> quality plan if it is consistent with the growth assumptions derived from the <br /> Association of Bay Area Governments (ABAG) assumptions for population, <br /> employment, or regional growth in Vehicle Miles Traveled. A Development <br /> Agreement vests the entitlement for the approved 745,000 square foot office <br /> project. It is assumed to be built and, therefore, is incorporated in the Base Line <br /> land use assumptions and analyses that the City uses to prepare its Baseline <br /> Page 22 of 52 Pleasanton Gateway Initial Study August 2, 2010 <br />
