If the City Council concurs with this environmental assessment, it must make <br /> the finding that the Mitigated Negative Declaration is appropriate prior to recommending <br /> approval of the proposed project. <br /> Environmental Analysis <br /> The environmental review for the proposed project is covered by an Initial Study/ <br /> Mitigated Negative Declaration (IS /MND). The IS /MND relies on the analysis of the <br /> Final EIR for the San Francisco Water District Property and separate updated analyses <br /> for traffic impacts and mitigations and air quality impacts. The project - related impacts <br /> are mitigated, with the mitigation measures incorporated in the project's design or <br /> referenced with conditions of approval and that there would be no significant or <br /> unmitigated environmental impact. Therefore, the Mitigated Negative Declaration can <br /> be issued in conformance with CEQA standards.
