• Traffic, Parking, and Off - /On -Site Circulation — The Pleasanton Gateway <br /> development will be constructed in two phases — first phase, the commercial/ <br /> retail section and second phase, the office section — to coordinate the <br /> construction of the street, intersection, and freeway improvements with levels -of- <br /> service. The applicant will construct street improvements including aligning the <br /> Bernal Avenue driveway with Koll Center Drive, widening the westbound/ <br /> southbound left-turn lane at Bernal Avenue to two lanes, widening the <br /> northbound Bernal Avenue /I -680 entrance to two lanes, and paying Traffic <br /> Impact Fees. As analyzed, the proposed project provides a parking surplus of <br /> 243 parking spaces. <br /> • Green Building Measures — The applicant will implement the U.S. Green <br /> Building Council's LEED 3.0 rating system to achieve a "certified level" in the <br /> design, construction, and operation of any building over 20,000 square feet, <br /> including all future tenant improvements, or equivalent CalGreen standards; shall <br /> extend electrical conduits and pull strings to the parking spaces closest to the <br /> main entrances of the office buildings for electrically powered commute vehicles; <br /> and shall construct the Safeway and office buildings to allow for the future <br /> installation of a photovoltaic system in the roof areas. <br /> • Grading and Urban Storm Water Runoff — The project will be graded to drain <br /> its stormwater south towards to the City's stormwater treatment/detention ponds <br /> before discharge to the Arroyo de la Laguna. Both project phases will include <br /> vegetative filter swales augmented with "filterra" control systems in compliance <br /> with the NPDES standards. <br /> PUBLIC COMMENT <br /> Public notices were sent to the property owners, business owners, and business <br /> tenants within a 1,000 -foot radius for the property and to residents in the Laguna Oaks <br /> development and the Bernal Specific Plan area. Attachment 19 is the noticing area. <br /> Public notices were also sent to the Pleasanton Chamber of Commerce, the Pleasanton <br /> Downtown Association, to the owners and managers of Pleasanton grocery stores <br /> including Safeway, Lucky's, former Nob Hill Foods, Gene's Fine Foods, Raley's, and <br /> Cole's Market, and to the owner /operator of the Bernal Corners Service Station. <br /> Public comments (Attachment 17) support the proposed project; question the lack of a <br /> service station; and expressed concern over traffic impacts. The applicant has met with <br /> representatives of the Pleasanton Chamber of Commerce and the Pleasanton <br /> Downtown Association, the owner /operator of the Bernal Corners Service Station, and <br /> the various neighborhood groups throughout the project review and has relayed to staff <br /> the public's support of the proposal. <br /> ENVIRONMENTAL ASSESSMENT <br /> Initial Study /Mitigated Negative Declaration <br /> Environmental review for the proposed project is covered by an Initial Study /Mitigated <br /> Negative Declaration (IS /MND) (Attachment 3).
