BACKGROUND <br /> Chapter 3, Section 36530 of the Parking and Business Improvement Area Law of <br /> 1989 requires the City Council to appoint an advisory board to prepare the <br /> annual budget with a report describing the improvements and activities of the <br /> downtown improvement district and the related funding sources. The report will <br /> also outline any recommended changes to the boundaries of the district and /or <br /> the methodology of assessing each business. <br /> DISCUSSION <br /> The members of the Executive Committee of the Pleasanton Downtown <br /> Association are the proposed Advisory Board for 2011. The appointment of the <br /> Advisory Board is the first step in a three -step process. The second step is the <br /> submittal of the annual report for Council's approval. A resolution of intention will <br /> also be submitted at that time which will set a time for the public hearing on the <br /> levy of the proposed assessment for calendar year 2011. The final step of the <br /> process is the public hearing and approval by resolution by Council of the final <br /> report.
