THE CITY OF O A
PVC
pL£ASANTON® CITY COUNCIL AGENDA REPORT
October 19, 2010
Finance
TITLE: APPOINTMENT OF THE 2011 ADVISORY BOARD FOR THE
PLEASANTON DOWNTOWN ASSOCIATION (PDA) BUSINESS
IMPROVEMENT DISTRICT
SUMMARY
State law requires the City Council to appoint an advisory board to the PDA
Business Improvement District to prepare the 2011 budget and report. The
budget details the calculation of the annual assessment to be levied on the
businesses within the district.
RECOMMENDATION
Staff recommends the Council appoint the 2011 Pleasanton Downtown
Association ( "PDA ") Advisory Board as follows:
Janet Yarbrough, President
Judy Wheeler, Past President
Leslie Braga, President Elect
Bernie Billen, Secretary
Alexis Gass, Treasurer
Laura Olson, Executive Director
FINANCIAL STATEMENT
The current contract requires the City to match the annual assessments paid by
businesses in the district. In 2010, the City match from the General Fund was
approximately $61,000. Staff anticipates the 2011 match (if approved) will be
equivalent. In addition to the direct City contribution, the City adds approximately
$60,000 in indirect funding which includes staff time to administer the PDA
assessments and contract, assistance with the Hometown Holiday Celebration,
as well as the cost to maintain downtown planters, cleaning sidewalks, garbage
pickup, and staff time for special events.
