Regarding the car washes, the Municipal Code allows car wash noise to be 70 dBa at the <br /> property line with some daytime exceptions allowing a higher noise level. In addition to the <br /> standard Municipal Code requirements, a recommended condition requires the car wash not to <br /> exceed 60 dBa at the closest habitable structure on the CLC property. <br /> The project will adhere to the Green Building Ordinance. Staff has encouraged the applicant to <br /> be PV ready; however, the applicant requests implementation of other building measures in lieu <br /> of PV measures. The project will also implement a series of green building and other measures <br /> to help reduce air pollution, and the applicant will join the City's TSM program. <br /> Ms. Giffin presented CLC PUD, stating it is for a senior continuing care retirement community <br /> and residential care facility for the elderly. The project is required to be licensed by the <br /> Department of Social Services and the Department of Health, is proposed to include 635 senior <br /> living units, 12 guest units, and a 100 -unit senior health center. The health center will provide <br /> assisted living, special care, dementia and skilled nursing services, and approximately 70,000 <br /> sq. ft. clubhouse. The living units are proposed to be 1 -4 stories. The total building square <br /> footage is slightly over 1 million and the site is approximately 46 acres in size. <br /> She presented the proposed site plan, and reviewed the building, parking, and lighting <br /> proposals. CLC submitted a noise study for exterior noise and has agreed to include the patios <br /> on the two villa units closest to the freeway. The study indicates that the other villa patios and <br /> recreation courtyard areas will adhere to the EIR and General Plan requirements. Information <br /> regarding interior noise is not required to be submitted until issuance of a building permit. <br /> Regarding lighting, all interior non - residential lighting not needed for security reasons would be <br /> required to be turned off at night. All exterior lighting will have a maximum height of <br /> approximately 10 -14 feet. All exterior lighting will be downward facing and shielded. <br /> The project will adhere to the Municipal Code in regards to green building. As conditioned, the <br /> project will implement a series of green building and other measures to reduce air pollution, and <br /> the applicant will join the City's TSM program. <br /> Ms. Giffin noted that staff recommends modification to CLC's draft conditions of approval in <br /> response to comments at the August 24, 2010 City Council hearing. The additional <br /> recommendations include: 1) further limit Saturday construction at the CLC site by limiting on- <br /> site grading to 8:00 a.m. to 5:00 p.m., Monday through Friday only; 2) require ILU No. 5 and ILU <br /> No. 6 (the two apartment style buildings closest to the freeway) be located at least 248 feet from <br /> the existing southern edge of 1 -580 and, in these buildings, require the installation of HEPA or <br /> other air filtration systems in the northern -most units. This is in addition to other air filtration <br /> requirements for the villa units; 3) regarding windows, remove the condition of approval <br /> language allowing closed and operable windows as a possible exterior to interior noise <br /> reduction feature; 4) require photovoltaic panels on the flat portion of the central plant roof; and <br /> 5) update the tree preservation conditions of approval to reflect the removal of 10 trees which <br /> were deemed an immediate threat to persons and property. There are over 1300 new trees <br /> proposed to be installed as part of the CLC project. Replacement trees are required for those <br /> removed <br /> Mr. Bocian presented the 17 -acre Neighborhood Park, stating that one of the goals of the park <br /> was to attempt to integrate its design with the 4.8 -acre Community Park south of the project. <br /> Staff held a number of general public meetings relative to a master plan for the Community <br /> Park, which included primary elements that staff is now recommending for the Neighborhood <br /> Park. <br /> City Council Minutes Page 5 of 15 September 7, 2010 <br />
