Dr. Howard Long said the churches own Pleasanton Garden and that the people are happy <br /> living there and they and their families will suffer great distress when the residents are evicted <br /> from their homes due to a plan based on misleading information which was presented to the <br /> Council. He said the misleading information is based upon wanting to have a higher level of <br /> handicapped accessibility standards. Members of the various churches were brought together to <br /> build this, the mortgage will be paid off in July, and they do not need the bureaucracy of <br /> affordable housing and do not want to be evicted. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Consider Cases PUD -57, PUD -68, and PUD -80 Establishing Planned Unit Development <br /> Plans including Allowed Uses for Hendrick Automotive Group, Continuing Life <br /> Communities, and a Neighborhood Park/Storm Water Detention Basin at Staples Ranch, <br /> and Consideration of Agreements for the Staples Ranch Project, including a Development <br /> Ag reement <br /> Assistant City Manager Steve Bocian gave a PowerPoint presentation, showing the Stoneridge <br /> Drive Specific Plan area, 1 -580, El Charro Road, and the Arroyo Mocho, the 124 -acre Staples <br /> Ranch site, the PUD areas, the land use map, the CLC project, the Auto Mall, the Neighborhood <br /> Park, the Community Park, and the Retail Center. He said the Retail Center and Community <br /> Park are not being addressed tonight and staff anticipates a separate PUD for each. There is; <br /> however, general information included in the development agreement relative to the Retail <br /> Commercial site, but not the actual development that will occur on site. This will be subject to <br /> future review by the City Council. <br /> Mr. Bocian presented a site plan laying out the projects, the Council- approved Community Park <br /> Master Plan. He recapped the August 24, 2010 Council meeting, stating that the Council <br /> approved all environmental work relating to the development. All PUD's have been approved by <br /> the Planning Commission. The City has been meeting with the City of Livermore on a regular <br /> basis regarding the construction of El Charro Road and the most recent information provided by <br /> Livermore is that they intend to begin the construction process for El Charro Road shortly after <br /> the first of the year, and the Pleasanton staff intends to work on the annexation process as <br /> quickly as possible. <br /> Mayor Hosterman said she had hoped for a November LAFCO meeting, noting the Board only <br /> meets every other month. Mr. Bocian explained that there is a meeting set next week and staff <br /> will have a better understanding of the schedule. He said City staff and the Alameda County <br /> Surplus Property Authority (SPA) are interested in moving forward quickly, but a lot of <br /> information needs to be prepared, and much depends on LAFCO staff. <br /> Senior Planner Robin Giffin presented the Hendrick PUD, stating that the development includes <br /> 6 dealerships, 3 car washes, proposed building square footage of 292,000 square feet, and a <br /> PUD site of approximately 37 acres in size. She reviewed the tree planting proposal, <br /> landscaping screens, elevation drawings for some of the building. She displayed locations for <br /> the proposed freestanding signs, individual dealership pylon signs, and monument signs. As <br /> conditioned, all signage details would be subject to a formal design review process prior to <br /> construction. She also reviewed the parking lot lighting standards noting that all interior lighting <br /> would be turned off and all exterior lighting would be reduced to 10 foot candles during non- <br /> operational evening hours. The proposed conceptual lighting plan adheres to all foot candle <br /> mitigation measures. As conditioned, all exterior lighting would be downward facing and <br /> shielded and no rooftop lighting is proposed. <br /> City Council Minutes Page 4 of 15 September 7, 2010 <br />
