experience preparing design guidelines and standards, staff sought an exemption from <br /> the usual requirement for solicitation of multiple written proposals, and requested to use a <br /> sole source provider. Will Fleissig, Principal of Communitas Design and Development, <br /> Inc. (dba TransACT) has been involved in transit - oriented development (TOD) projects <br /> both from the perspective of a public agency planner and a developer. He has directed <br /> the planning and development of several TOD projects, including Homes and Apartments <br /> at Almaden Lake in San Jose, and large scale, mixed use and TOD projects in <br /> Massachusetts, and Colorado. Through an affiliate company, Urban Villages, Inc., Mr. <br /> Fleissig is a partner developing West Village at the University of California at Davis, for <br /> which he also prepared design review criteria. A summary of his experience and <br /> qualifications is shown in Attachment 3. <br /> PROPOSAL <br /> The scope of services and budget shown in Attachment 2 includes three meetings with <br /> the Hacienda Task Force to introduce and refine a set of standards and guidelines, three <br /> presentations to the Planning Commission and City Council, meetings and /or conference <br /> calls with staff, design sketches to illustrate the guidelines, and preparation of a final draft <br /> document ready for adoption by the City Council.
