BACKGROUND <br /> The Beacon Award is sponsored by the California Climate Action Network, a program of <br /> the Institute for Local Government, of which the City of Pleasanton is a current member. <br /> The program is funded by California utility ratepayers and administered by Pacific Gas <br /> and Electric Company, San Diego Gas and Electric Company, Southern California <br /> Edison, and Southern California Gas Company under the auspices of the California <br /> Public Utilities Commission. <br /> To participate, cities and counties must complete and submit an application and: <br /> • Adopt a resolution by the governing body committing the City to participate in the <br /> program; <br /> • Designate a lead staff person as a point of contact; <br /> • Prepare, or commit to prepare, a baseline greenhouse gas emission inventory for <br /> agency facilities and the community as a whole; <br /> • Prepare, or commit to prepare, a climate action plan that includes actions in each <br /> of the Best Practice Areas below: <br /> o Energy Efficiency and Conservation, <br /> o Water and Waste Water Systems, <br /> o Green Building, <br /> o Waste Reduction and Recycling, <br /> o Climate - Friendly Purchasing, <br /> o Renewable Energy and Low - Carbon Fuels, <br /> o Efficient Transportation, <br /> o Land Use and Community Design, <br /> o Open Space and Offsetting Carbon Emissions, and <br /> o Promoting Community and Individual Action. <br /> • Demonstrate compliance with AB 939, the California Integrated Waste <br /> Management Act of 1989; and <br /> • Achieve specified measurable greenhouse gas reductions and energy savings in <br /> agency facilities, and achieve measurable greenhouse gas reductions and <br /> promote energy conservation activities in the community. <br /> Category SILVER GOLD PLATINUM <br /> Agency facilities and operations: <br /> • Greenhouse gas emission reductions 5% 10% 20% <br /> • Energy savings from energy 5% 10% 20% <br /> efficiency retrofits <br /> Community: <br /> • Greenhouse gas emission reductions 5% 10% 20% <br /> • Activities that promote energy One Two Four <br /> efficiency in the community <br /> Best practices <br /> • Activity(ies) implemented in each of One Two Three <br /> the 10 best practices areas <br /> Page 2 of 3 <br />
