(- <br /> 3. Public Participation <br /> There were none. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 4. Review of Community Development Block Grant (CDBG) Consolidated Annual <br /> Performance and Evaluation Report (CAPER) for Fiscal Year 2009 <br /> Mr. Erickson advised that one of the City's responsibilities with regard to the annual allocation of <br /> Community Development Block Grant (CDBG) funds is to prepare an annual performance report <br /> entitled the Consolidated Annual Performance and Evaluation Report (CAPER) to provide a <br /> systematic format for reporting on the use of CDBG entitlement funds. This report is required by <br /> Section 104(e) of the Housing and Community Development Act (HUD). <br /> The Commission was provided with a table summarizing the agencies that received funds in FY <br /> 2009 and how the funds were used. Mr. Erickson advised that the City must prepare and submit <br /> its CAPER for FY 2009. In order to finalize the required CAPER document the Commission was <br /> requested to hold a Public Hearing, ask questions of funding recipients, and then direct staff to <br /> finalize the document for submission to HUD. <br /> Chairperson Nagler opened the Public Hearing and called upon Abode Services to provide a <br /> report. <br /> Abode ServicesrTri- Valley Housing Scholarship Program Case Management Services (Penny <br /> Andersen) — advised that this had been a successful year for the Scholarship Program. The <br /> program provides temporary rental assistance to low- income households in Pleasanton and <br /> Livermore where the head of household is participating in an educational or vocational training <br /> program. A total of 15 households received rental assistance and case management services <br /> during the past year. Five participants successfully completed their educational programs, three <br /> of them being from the City of Pleasanton, and all five participants are now gainfully employed <br /> and have retained stable housing. <br /> Due to high rents in the Tri- Valley area, it was a challenge for participants to find housing, and it <br /> was sometimes necessary for participants to pay $50 over the approved program rent limits. <br /> Commissioner Roby confirmed with Ms. Andersen that the agency was successful in meeting its <br /> projected goals in assistance provided. Ms. Andersen also indicated that all participants were <br /> low- income. <br /> Axis Community Health /Behavioral Health Services Building Rehab and Health Care Access for <br /> the Uninsured (Sue Compton) — thanked the Commission for its continued support granting <br /> funds to Axis Community Health. She advised that the first project she was reporting on was the <br /> Behavioral Health Services Building Rehab. The design phase for this project was completed in <br /> March and plans were submitted to the City's Planning Department at that time.
