are met: 1) Livermore must open Jack London Boulevard from El Charro Road to Isabel <br /> Parkway as a two -lane roadway; 2) the City installs noise attenuating pavement on Stoneridge <br /> Drive from Santa Rita to Kamp and Kamp to Trevor Parkway; 3) the City constructs 65 feet of <br /> sound wall south of Stoneridge Drive at the west end of Snowdrop Circle; and 4) the City agrees <br /> to meet with residents of Snowdrop Circle to explore their interest in increasing the length of that <br /> sound wall and, if there is interest, to do so. The constrained opening would limit the two <br /> Stoneridge Drive bridges to one lane in each direction, with the rest of the roadway operating at <br /> its full design. Phase 3 involves the Council's discretion to evaluate the opening of Stoneridge <br /> Drive to four lanes of through traffic two years after the start of Phase 2, although the Council is <br /> not required to do so until Jack London Boulevard is operating as four -lane roadway. <br /> One of the cornerstones of the Policy Statement is that the Stoneridge Drive community be fully <br /> informed of all happenings and prior to construction of the two bridges; the City will host a public <br /> workshop regarding the timing of construction, mitigation, and the conditions that would allow for <br /> opening of the road. <br /> The Policy Statement also addressed several environmental concerns with the assistance of <br /> several environmental groups. These parties have entered into a separate agreement resolving <br /> these concerns by establishing a dollar amount to be used for acquisition of alkaline soil <br /> habitats suitable for the San Joaquin Spearscale. The Alameda County Surplus Housing <br /> Authority and these groups will work as partners in acquiring the site, and with Zone 7 in <br /> preserving and replacing riparian habitat along the Arroyo Mocho. <br /> Mayor Hosterman noted that the agreement is between the County of Alameda, Alameda Creek <br /> Alliance, and other parties; the City of Pleasanton is not even privy to some of the terms and <br /> conditions of that agreement. <br /> Mr. Bocian stated the terms of the Policy Statement have been incorporated into the Specific <br /> Plan Amendment and development agreement, the latter of which will come before the Council <br /> on September 7` He noted that despite the support of all parties involved in the Policy <br /> Statement, this support is withheld relative to the ice center and 11 -acre commercial site due to <br /> continued concerns. Staff supports this position since those particular projects have not been <br /> vetted to date. He also noted the original Specific Plan Amendment made references to <br /> Stoneridge Drive as a 6 -lane roadway, which the City acknowledges will not happen. <br /> Mr. Bocian stated that Program 1.6 of the General Plan's Circulation Element requires that a <br /> Regional Transportation Agreement be in place prior to the extension of Stoneridge Drive to El <br /> Charro Road. The agreement involves the cities of Pleasanton, Dublin, and Livermore, as well <br /> as Alameda County. Each have worked cooperatively to draft a policy addressing the matter as <br /> an outgrowth of the Council's 2006 -2007 Triangle Study. Like the Policy Statement, the <br /> agreement calls for a phasing of regional transportation improvements that involves opening <br /> Stoneridge Drive as a 4 -lane roadway once Jack London Boulevard has been widened to a 4- <br /> lane roadway and extensions and widening occur in the City of Dublin. The agreement also <br /> stipulates that each agency may choose to open the roadway prior to the other, although the <br /> intent is to do so concurrently, it also sets forth support for priority of the CMA's regional projects <br /> including widening of SR -84, and dictates that each agency will support the funding for that <br /> project following construction of the first phase. <br /> Mayor Hosterman said the Council and staff have worked very hard to ensure the City's position <br /> on the brand new Alameda County Transportation Commission Subcommittee. This committee <br /> involves the reauthorization of Measure B for placement on the November 2012 ballot.
