CALL TO ORDER <br /> Mayor Hosterman called the regular meeting to order at the hour of 6:30 p.m. Councilmember <br /> Thorne led the Pledge of Allegiance. <br /> 2. ROLL CALL <br /> Present: Councilmembers Cook- Kallio, McGovern, Sullivan (arrived at 6:38 p.m.), Thorne, <br /> Mayor Hosterman <br /> Absent: None <br /> 3. PUBLIC COMMENT: None <br /> 4. PUBLIC HEARING: STAPLES RANCH <br /> A. SUPPLEMENTAL REPORT to the Stoneridge Drive Specific Plan Amendment/Staples <br /> Ranch Environmental Impact Report Supplement (SEIR) and related California <br /> Environmental Quality Act (CEQA) documents (CEQA Findings, Statement of <br /> Overriding Considerations (SOC) and Mitigation Monitoring and Reporting Plan <br /> (MMRP), Case PSP -11 (Stoneridge Drive Specific Plan Amendment), and Case PRZ- <br /> 44 (Pre- zoning /rezoning of the Staples Ranch Site), and the Staples Ranch Policy <br /> Statement. (Note: This item includes the June 15, 2010 agenda report concerning the <br /> Stoneridge Drive Specific Plan Amendment/Staples Ranch Environmental Impact <br /> Report Supplement) <br /> B. Policy Statement by the County of Alameda and the cities of Dublin, Livermore and <br /> Pleasanton regarding Transportation Priorities and Commitments in the Tri- Valley <br /> Assistant City Manager Steve Bocian outlined the agenda, noting that although two separate <br /> items, 4A and 4B would be presented as one and could be acted upon in one motion. In <br /> addition to review and approval of the environmental planning documents and agreements <br /> relative to the Staples Ranch development, it is necessary for the Council to rescind its previous <br /> action associated with the original documents. He said tonight's hearing includes review of the <br /> Supplemental Environmental Impact Report (SEIR) and amendments to the Staples Specific <br /> Plan. Review of PUDs for Continuing Life Communities (CLC), Hendrick's Auto Mall, the <br /> Neighborhood Park, and Community Park as well as several agreements related to project <br /> development will be reviewed at the September 7, 2010 Council meeting. <br /> Mr. Bocian reviewed the Staples Ranch Policy Statement, which addresses a number of matters <br /> that have been the subject of much discussion and concern relative to development at the site. <br /> The statement addresses the extension of Stoneridge Drive primarily through the establishment <br /> of three phases that allow the extension to occur in a safe and predictable manner. <br /> Phase 1 includes construction of the complete roadway with no through traffic, although there <br /> would be opportunity for public safety and agency access as deemed appropriate by the <br /> Council. Phase 2 allows for opening of Stoneridge Drive from its current terminus at Trevor <br /> Parkway to El Charro Road as a two -lane constrained road, provided the following conditions <br />
