He commented that one of the issues that needs to be resolved is that <br />when a project does not have an identified tenant it is difficult to work through the LEED scoring <br />process completely, and he would like to see this matter addressed. <br /> <br />COMMISSIONERS' COMMENTS <br /> <br />Chairperson Sullivan stated that he is interested in getting feedback on the projects that have <br />implemented Green Building practices. <br /> <br />The Planning Commission addressed the issues presented in the staff report as follows: <br /> <br />. Should green building measures be required on all new homes, commercial buildings, and <br />multifamily projects? <br />Chairperson Sullivan commented that the Planning Commission is doing that now. <br />Commissioner Maas questioned whether it is voluntary or required, noting that there is not a <br />specific requirement, and that she feels it needs to be on an individual basis. Commissioner <br />Roberts stated that she feels they are doing fairly well under the current process and she feels <br />some good projects have come through. Commissioner Kameny noted that the last <br />commercial and residential projects have had Green Building requirements. Chairperson <br />Sullivan stated that he would like to see some guidelines established. He advised that he <br />feels they are making progress and they need to take advantage of the free training offered <br />r- for staff by the ACWMA. <br /> <br />. Should City facilities be required to meet a specific rating? <br />It was the consensus of the Commission that the City should set the example. <br /> <br />. Should remodels over a specific square footage threshold be included? <br />Commissioner Arkin advised that he feels remodels should not be included. Chairperson <br />Sullivan suggested offering educational information from staff on areas that would not result <br />in additional costs. Commissioner Roberts stated that when an individual applies for a <br />permit, they should be given options, especially if they are re-roofing, noting that information <br />regarding photovoltaics should be provided. Commissioner Arkin suggested that an <br />informational sheet be made available through the permit process and that the builder would <br />have the responsibility of obtaining the signature from the property owner verifying that they <br />have received it. Commissioner Maas stated that she could see a threshold for square footage <br />being established at a later time. She suggested providing information in recreation booklets <br />or on water bills as a way of educating the public. Chairperson Sullivan noted that the <br />education needs to begin with the contractors. <br /> <br />. Should tenant improvements over a specific square footage threshold be included? <br />Commissioner Arkin suggested that the process be implemented in phases, with the first <br />phase being education and establishing requirements at a future date.
