<br />Lot 33 would be built further away, behind the trees, and less visible from the park. He <br />r commented that he has lived on the property for five years and he has not noticed the noise. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />In response to a request for clarification by Commissioner Maas, Mr. Pavan advised that <br />assessment for the value of the heritage trees that will be removed could be addressed at the <br />tentative map stage. <br /> <br />Commissioner Roberts questioned the design features for Parcel A. Mr. Pavan advised that the <br />Planning Commission could condition Parcel A to comply with the Vineyard Corridor Design <br />Guidelines. <br /> <br />Commissioner Roberts asked if the houses on the Costas property would be redesigned to have a <br />more usable side yard. Mr. Pavan advised that the houses would not be redesigned, but rather <br />repositioned on the lots. Commissioner Roberts stated that she feels it would be unacceptable to <br />move the houses closer to the Park District property and that she would not be in favor of this. <br />She also stated that she feels Lot 33 should be restricted to a single-story house. Commissioner <br />Maas stated that she agrees with Commissioner Roberts' comments regarding repositioning the <br />houses and limiting Lot 33 to a single-story house. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Pavan stated that the location of the <br />Lonestar plant would be noted on the map of the development in the sales office. <br /> <br />r <br /> <br />Commissioner Maas requested clarification regarding the installation of the power lines. Mr. <br />Pavan advised that the distribution lines will be underground, but due to the expense, the <br />transmission lines would be overhead. Commissioner Roberts stated that a disclosure should be <br />included noting old Vineyard Avenue is the environmentally superior route for P.G.&E.'s <br />proposed 230KV transmission line. <br /> <br />Commissioner Maas stated that the best way to deal with the concerns about Lots 30 and 31 is to <br />remove the two lots from the plan, or take out Lot 31 and require Lot 30 to be a single-story <br />house. <br /> <br />In response to a question from Chairperson Sullivan, Mr. Pavan advised that even without the <br />photovoltaic proposal, the Delco Green Building plan exceeds that for the Greenbriar <br />development. Chairperson Sullivan asked that staff and the applicant further explore with <br />SMUD what the City can do to implement a program and determine the economic feasibility of <br />such a program. He stated that he would like to have this information when the tentative map is <br />reviewed. <br /> <br />Commissioner Roberts asked if Parcels A & B would be part of the Homeowners Association. <br />Mr. Pavan advised that this was not discussed at the PUD stage, but they could be included.
