<br />Discussion ensued regarding the appropriate manner in which to establish the easement. Ms. <br />,.-- Lutz noted that the Land Trust is very much into stewardship and monitoring of the land for <br />which they hold easements. Commissioner Roberts commented that the difficulty lies with small <br />areas and buffer zones. <br /> <br />Amand N. Kasimatis, Consulting Viticulturalist for Mr. Hahner, advised that Mr. Hahner has <br />asked him to develop a vineyard plan. In response to a question from Commissioner Roberts, <br />Mr. Kasimatis advised that he would continue as a consultant to the project to see that the <br />vineyard is developed according to the plan. He advised that he would be involved in arranging <br />for soil samples to be taken and contacting nurseries. He also advised that he would be on site to <br />observe the soil and take samples. Mr. Kasimatis noted that the property is feasible for <br />developing grapes. He stated that he has a good rapport with the nurseries. <br /> <br />Chairperson Sullivan stated that he was hoping to see something more specific in the integrated <br />pest management plan about what chemicals will not be used and the alternative measures that <br />will be implemented. He noted that there is information on the V.C. Davis web site regarding a <br />statewide-integrated pest management project. He advised that he was looking for something <br />like this with more specifics. Mr. Kasimatis stated that part of the reason for using general terms <br />is that they do not know exactly what types of pests will be involved. In response to an inquiry <br />from Commissioner Roberts, Mr. Kasimatis stated that it would be possible to operate this as a <br />certified organic vineyard, but it would be Mr. Hahner's option. Chairperson Sullivan noted that <br />the certification process is quite lengthy, but it could be done in practice. <br /> <br />r <br /> <br />The Commission recessed for a break at 8:55 p.m. <br /> <br />Chairperson Sullivan reconvened the meeting at 9:00 p.m. <br /> <br />Linda Chavez, representing the East Bay Regional Park District, stated that she is attending this <br />evening to clarify the issue of the letter from the Park District requesting a single-level home on <br />Lot 33 on the Costas property. She noted that she and the park supervisor viewed the property, <br />and presently the existing two-story home on the property is barely visible. She stated that the <br />District feels a two-story home would be O.K. as long as the new house is located behind the <br />trees that screen the existing house, and that the new house is no higher and no more visible than <br />the existing home. Commissioner Roberts commented that the existing house is an A-frame <br />house. Chavez further stated that they want the trees to be preserved. <br /> <br />Ms. Chavez stated that the Park District is concerned about "monster" houses detracting from the <br />open space. She stated that conditionally they are OK with a two-story house on Lot 33, <br />providing that the design, colors, and materials are correct. She suggested that the Park District <br />be given the opportunity to review the house design. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Dan Costas, 2503 Vineyard Avenue, stated that he wants to be sure that there is no confusion, <br />noting that there are six lots allocated to the Costas property.
