he is not certain if the City accepted it and whether it is in the public right-of-way. Vice
r Chairperson Maas noted that clarification regarding this issue is needed.

Commissioner Arkin complemented the architect on the design of the building. In response to an
inquiry from Commissioner Arkin, Mr. Bowe noted that all four elevations of the building have
the same architectural treatment. Commissioner Arkin questioned whether the electrical load for
the building is known. Mr. Bowe advised that typically they do not know until the tenants and
uses are determined. Mr. Antrim noted that they are estimating 1200 amps at 480 volts.
Commissioner Arkin asked if consideration had been given to installing photovoltaic panels on
the roof. Mr. Bowe advised that the mansard roof should be high enough to use the back side to
install the panels.

Commissioner Arkin advised that he is looking to see if there is a way to incorporate the panels
to carry some of the energy load for this building. With regard to Green Building aspects, Mr.
Bowe noted that because one of the owners is also the builder, they are agreeable to being very
active in trying to incorporate whatever is available in the way of green materials, and that the
specifications for the building can be written to encourage the conservation of materials as much
as possible. Mr. Antrim advised that he has built three green project thus far. He noted that the
suppliers are limited and costs are increased. He also noted that there are problems with a less
experienced labor force in dealing with materials. He advised that they are willing to work with
Alameda County Waste Management. Discussion ensued regarding the calculations for
determining the amount of energy that would be needed for the building, as well as the cost of
installing photovoltaic panels.

r-

Vice Chairperson Maas asked whether there is a smoking area designated on the plan. Mr. Bowe
noted that the center court is technically an outdoor area and something could be done to be sure
that it stays well ventilated. He also noted that there is a continuous covered walkway along the
length of the building. Vice Chairperson Maas suggested that a bench or two be placed on the
south side of the building away from the front entrance. Mr. Bowe noted that there are
opportunities to locate a smoking area and they would be open to that.

PUBLIC HEARING WAS OPENED

Dolores Bengtson, 568 Hamilton Way, advised that she does not live adjacent to the project, but
she lives close to it. She advised that she attended the three neighborhood meetings, and that she
believes the developers have done a wonderful job of listening to people and addressing their
concerns. She stated that she did not like the first proposal, but is pleased with the changes and
supports the project as proposed by the developer. She advised that she feels the site shown on
the plan for the trash enclosure is fine, as it will be out of sight of the neighbors, and the people
in the building. She noted that she is concerned about lowering the building pad, because the
building is only 21 feet from Sunol Blvd., and she does not want it to look like it is sitting in a
hole. She noted that this is an entry site to Pleasanton and she feels this will be a building that
the City will be proud to have at this location.

r

Richard Schieder, 6648 Amber Lane, stated that while he feels it is a beautiful building, he is
concerned about the massiveness of the building. He noted that the site is surrounded by homes,

PLANNING COMMISSION MINUTES

January 24, 2001

Page 4
