and location. He advised that this application would go forward to the City Council for review
r and final approval.

Commissioner Kameny noted that there appears to be a lot of landscaping along the area of the
proposed trash enclosure that would hide the enclosure and it would be more attractive to keep it
away from the building.

In response to an inquiry from Commissioner Roberts, Mr. Pavan advised that the fill was added
to the site when Greenbriar did construction along Sunol and Sycamore to extend the sewer line.
Mr. Pavan confirmed that portions of Sunol Boulevard are higher than the site.

COMMENTS FROM THE APPLICANT

Jeff Antrim, 1883 Zenato Place, advised that he is one of the three owners of the proposed
project. He noted that they have had three neighborhood meetings and have made their best
efforts to make this project a success for everyone. He noted that because this is one of the first
buildings that will be seen when entering Pleasanton, they have tried to make a statement with
the building concept. He noted that the first proposal was a cost effective plan that did not meet
with the surrounding neighbors' expectations. He advised that the developer then hired an
architectural team to develop a proposal for the building. Mr. Antrim stated that he hopes that
staff sees the effort between the three partners and residents to make this project a success.

r'

Timothy Bowe, Architectural Resources Collaborative, Inc. 940 Tyler Street, Suite 23, Benicia,
the architect for the project, advised that the developers were committed to doing an exemplary
project. He noted that the palette of materials was selected because of the residential area
located nearby. He described the design, architectural elements, and materials for the proposed
building. Mr. Bowe commented that the height of the building that is proposed is not as tall as
many homes. He noted that by pushing the building further into the ground would create a
situation where the homes behind it would be looking at more and more roof and the mechanical
equipment, rather than the fa<;:ade of the building. Mr. Bowe reported that Sunol Blvd. is higher
than the pad elevation in many locations and they do not want to create the illusion that the
building is sitting down in a hole. With regard to the trash enclosure, Mr. Bowe advised that the
original proposal was to place it back in the far corner of the parking lot where it could be well
screened with landscaping. He noted that they still feel this is the appropriate location and that to
move it closer to the building would make it more visible to adjacent neighbors and the users of
the building.

In response to a question from Commissioner Kameny, it was noted that the trash enclosure is
approximately 90 feet from the nearest home.

r'

Commissioner Roberts asked for clarification regarding the applicant's position regarding the
chain link fence. Mr. Hirst of South Front Investors advised that they feel it is the City's fence,
and what they want to do with the fence is up to the City. He advised that they are willing to
share the cost 50/50 of whatever the City wants to do. He further advised that they feel it is the
City's responsibility to work with the neighbors to decide the type of fence that should be
installed. Mr. Jost noted that the fence was installed with the Diamond Court development, but

PLANNING COMMISSION MINUTES

January 24, 2001

Page 3
