13. Urban Stormwater Runoff Requirements. <br /> a. All on site stormwater shall be treated on site (as required by the conditions <br /> of approval for this case) before entering the stormwater flow control basin <br /> in the Neighborhood Park. <br /> b. All storm drainage systems shall be designed such that treated stormwater <br /> flows into the stormwater flow control basin in the Neighborhood Park. <br /> c. All on site storm drain pipes and appurtenances shall be privately <br /> maintained. These pipes shall be marked "private ". The location of the <br /> markings shall be subject to the review and approval of the City Engineer, <br /> prior to the issuance of a building permit. <br /> d. A storm drain sampling manhole shall be provided on each property, unless <br /> otherwise determined by the City Engineer. <br /> e. Surface level stormwater shall not be permitted to flow onto a property in a <br /> different PUD. If surface level stormwater flows over property lines within <br /> the same PUD, cross drainage easements shall be required prior to the <br /> recordation of the Final Map for the new property. The location of the <br /> easements shall be subject to the review and approval of the City Engineer. <br /> f. Approval of the storm drainage system shall be subject to the review and <br /> approval of the City Engineer and Zone 7, as applicable, that the system is <br /> adequate, connects to an approved point of discharge, meets any and all <br /> applicable requirements of the Alameda County Flood Control District - <br /> Zone 7, meets any and all applicable requirements of the Federal <br /> Emergency Management Flood Hazard Program, the California Department <br /> of Fish and Game, and meets the immediate and long range requirements <br /> of this development and all upstream areas intended to be drained through <br /> this development. <br /> g. Designated unloading areas where food products and /or cleaning products <br /> are delivered shall be covered and designed to drain inward. The drain <br /> shall have a waste separator and shall be connected to the sanitary sewer. <br /> The design of the loading area shall be subject to the review and approval <br /> of the City Engineer and Chief Building Official prior to the issuance of a <br /> building permit. The design, colors, materials, and location of the cover <br /> shall be subject to the review and approval of the Planning Manager, and <br /> the City Engineer and Chief Building Official prior to the issuance of a <br /> building permit. <br /> 14. Emergency Services. <br /> a. Industrial and Commercial Development. The following items will be <br /> provided prior to any construction above the foundation or slab.
