If the costs exceed this amount, staff will report back to <br />the City Council. <br />A summary of the radio costs outlined above are as follows <br />SUMMARY OF COSTS RELATED To JOINING EBRCSA <br />Operating Agreement <br />As noted above, the EBRSCA was formed as a joint power authority with a 23 member <br />Board of Directors. To implement and manage the system related to the issuance of <br />the debt service, it has prepared a Project Operating Agreement. Generally, the <br />agreement outlines the roles and responsibilities of the EBRSCA and its member <br />agencies covering such areas as follows: <br />. System Ownership — The system will be owned by the JPA and will operate the <br />system <br />. Maintenance Reserve — Will be established by the JPA <br />• Recordkeeping — The JPA will keep proper books of record and accounts related to <br />project improvements <br />. Prepayment — Allows a City to prepay the full debt service amount (as recommended <br />in this report) and permits that agency to withdraw at a later date. (Agencies paying <br />the debt over time must remain with the JPA until the debt is fully repaid.) While in <br />the EBRCSA, the agency will be responsible for ongoing operating payments. <br />Page 5 of 6 <br />
