A summary of the radio costs outlined above are as follows SUMMARY OF COSTS RELATED To JOINING EBRCSA Operating Agreement As noted above, the EBRSCA was formed as a joint power authority with a 23 member Board of Directors. To implement and manage the system related to the issuance of the debt service, it has prepared a Project Operating Agreement. Generally, the agreement outlines the roles and responsibilities of the EBRSCA and its member agencies covering such areas as follows: . System Ownership — The system will be owned by the JPA and will operate the system . Maintenance Reserve — Will be established by the JPA • Recordkeeping — The JPA will keep proper books of record and accounts related to project improvements . Prepayment — Allows a City to prepay the full debt service amount (as recommended in this report) and permits that agency to withdraw at a later date. (Agencies paying the debt over time must remain with the JPA until the debt is fully repaid.) While in the EBRCSA, the agency will be responsible for ongoing operating payments. Page 5 of 6
