Also, staff is still in the process of finalizing the radio count which could adjust the final <br />amount by a minimal amount. <br />Annual System Maintenance <br />In addition to the system costs as noted above, member agencies will be assessed a <br />monthly maintenance fee, or "operating payment," for maintaining the system in good <br />operation and repair, administrative costs, funding a reserve and replacement fund. <br />Maintenance includes the cost of operating system equipment, software licenses, <br />required upgrades, electrical costs of running the equipment, etc. The maintenance will <br />be managed by the EBRCSA. The current estimated cost for this component is $29.17 <br />per radio. As a result, Pleasanton's annual cost would be $116,213 ($29.17 per radio X <br />332 radios X 12 months = $116,213). Similar to the note above, if more subscribers join <br />the system, the monthly fees will be reduced. <br />Purchase of City Radios <br />The City currently has approximately 332 radios. Taking advantage of the new <br />interoperable features that will be available in the EBRCSA system requires the use of <br />radios with specific technologies, generally referred to as being P25 compliant. <br />Currently, the majority of the City's radios, both the hand held and mobile types, have <br />exceeded their useful life and are not P25 compliant and as a result, they will need to be <br />replaced to meet general operating demands and to be compatible with the new <br />system. Staff recently reviewed radio pricing and alternatives and determined that <br />replacement will be approximately $750,000. However, this pricing is subject to rapid <br />change pending cost discounts that fluctuate from time to time and /or new technological <br />features that may provide more radio functionality and long term compatibility with <br />emerging radio standards at an affordable cost. Because, the number of radio types <br />and vendors are quite limited, staff intends to fully survey the market and determine the <br />best price for the City. As a result, staff is recommending that the City Manger be <br />authorized to execute a purchase contract for the radios to assure that they are installed <br />and operational consistent with the availability of the EBRCSA radio system. <br />Radio Reception Enhancements to Address Potential Coverage Deficiencies <br />Due to Pleasanton topography and relationship to its bordering hills, there are areas in <br />the City that do not receive good over the air reception. This issue holds true for <br />television and radio broadcasts, cellular service and unfortunately, radio reception. To <br />address this issue in the past, the City has installed antennae, and other technologies to <br />focus radio signals in difficult areas. As part of the Macro radio study, the consultant <br />identified some areas of the City that could be a problem with the new EBRCSA system. <br />However, consultants working with the EBRCSA have researched this matter and <br />intend to make system adjustments to minimize the issue. However, ultimately, the <br />overall extent of radio reception will not be realized until the new system is up and <br />operating and City field staff have an opportunity to fully test and implement it. While <br />staff is confident that the new system will minimize the number of problem areas, it <br />realizes that additional equipment may be necessary. Unfortunately, as mentioned <br />above, the extent of improvements will not be known until the system is operating. <br />However, based on estimates in the Macro report, the cost could be approximately <br />Page 4 of 6 <br />
