Council goes through this next process. In summary, they want to see a great project,
something that the City and they can be proud of, and the extension provides such flexibility.
Councilmember Cook - Kallio said in deference to the economic situation and the fact that Mr.
Trobbe has acted in good faith with other obligations; she supported approval of the extension.
Councilmember McGovern said she looks at the site as a prime piece of property. It is the
gateway to the City and it is next to the largest park the City is planning in the center of the
community. It does have the possibility of having trails all the way around the Bernal property,
so there are very high choices the City can make for the property. She is interested in
continuing in discussions and also interested in other ideas of how the property could integrate
better with the park.
Councilmember Sullivan agreed with both Councilmember Cook - Kallio and McGovern and
supported extension of the agreement. On the previous item, the City will conduct an update of
its Housing Element and all possible sites must be reviewed for high density housing. Even
though he has never been an advocate for housing on the site, the situation is now different and
he thinks high density housing should be near transit or transportation corridors as much as
possible to minimize the impacts on the existing community and on traffic. As the City goes
through its Housing Element, whatever is proposed for this site in the interim should not
preclude the City from looking at this site and options.
Vice Mayor Thorne agreed, and said he has asked to ensure the public is aware that this part of
the Bernal property is not impacted by Measure B, which was passed in 2002.
MOTION: It was m/s by Cook - Kallio /McGovern to introduce and waive first reading of Ordinance
No. 2005 approving an application to extend the Development Agreement between the City of
Pleasanton and Pleasanton Gateway for an additional seven years regarding an eight - building
office development totaling 745,000 square feet on an approximately 39.22 -acre site at 6750
Bernal Avenue. Motion passed by the following vote:
Ayes: Councilmembers Cook - Kallio, McGovern, Sullivan, Vice Mayor Thorne
Noes: None
Absent: Mayor Hosterman
MATTERS INITIATED BY COUNCIL
Vice Mayor Thorne stated that a November ballot proposition, Proposition 22 as sponsored by
the League of California Cities, would stop the possibility of the State borrowing money. He
asked for Council support to direct staff to return with a resolution in support of this. Mr. Fialho
agreed to circulate information to the Council on the Proposition.
Councilmember McGovern questioned when the League will do something about local control.
Vice Mayor Thorne said he continues to press this issue to the League and suggested the
Council start attending functions and assist.
Councilmember McGovern suggested the Council send a letter with Vice Mayor Thorne
requesting the issue be agendized for discussion. Mr. Fialho agreed a letter could be drafted
and he added that the League is very much consumed with the fiscal situation and protecting
local revenues and they have no other time except to focus their time on Proposition 22.
City Council Minutes
2010
Page 10 of 11 August 17,
