will exceed the .01 foot candle level due to their proximity to the northern and western <br />boundary lines. <br />As conditioned, all of the projects are required to adhere to the City's green building <br />ordinance. A variety of green building points are available and choosing LEED's light <br />spillover point is an option available to each developer. The final green building <br />checklists will be reviewed as part of each building permit submittal. The multi - family <br />green point checklist (from Build It Green) does not have a specific light pollution point <br />available; however, CLC could choose to implement the LEED standard and receive an <br />"innovation" point. <br />Regarding off -site light spillover, it is anticipated that the auto mall's parking lot and the <br />parks (e.g., the tennis courts) at Staples Ranch will generate the most visible exterior <br />lighting on the Staples Ranch project site. To address this matter, the mitigations for <br />Staples Ranch include several mitigations related to light pollution and energy including: <br />• Max. 14' tall light standards at the auto mall (adjacent to CLC) <br />• Max. 25' tall light standards at the auto mall (not adjacent to CLC) <br />• Exterior lighting levels at the auto mall are required to be reduced to 10 foot candles <br />during non - operational hours <br />• All interior lights are required to be turned off during non - operational evening hours, <br />with the exception of lighting needed for security reasons <br />• Max. of 1.0 foot candle of light spillover from lighting at the parks <br />• Max. of 1.0 foot candle of light spillover from lighting at the auto mall (on CLC's site) <br />• Energy efficient lamp technologies shall be incorporated wherever possible <br />Regarding Hendrick Automotive, according to the EIR analysis, its lighting proposal <br />would be deemed a "low to medium" illumination level for an auto mall as defined by the <br />Illuminating Society of Engineers. Hendrick proposes 24' tall light standards throughout <br />the site which are similar to the 25' tall light standard height limit allowed in Hacienda <br />Business Park. Each light standard will have 1 or 2 head lamps which are proposed to <br />be metal halide which provides a white light source. Metal halide lamps are typically <br />used when the viewing of color (in this case the color of cars) is important. <br />The maximum foot candle proposed in Hendrick's Conceptual Lighting Plan is <br />approximately 27.8. As a comparison, at the existing tennis complex on the corner of <br />Hopyard and Valley Avenues, the foot candle level on the courts is at least 30 foot <br />candles at all points and is up to approximately 45 foot candles by the light standards. <br />According to the Conceptual Lighting Plan, the foot candles around the perimeter of the <br />project site will range from 0 to 23 foot candles. The Conceptual Lighting Plan is <br />consistent with the approved environmental documents. <br />In addition to the above, the MMRP requires that the auto mall's lighting be designed to <br />protect surrounding uses from spillover light and glare. Specifically, the lighting spillover <br />must not exceed 1.0 foot - candle at the CLC development. <br />Page 4 of 5 <br />
