THE CITY OF 10 <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTONo <br /> September 7, 2010 <br /> Fire <br /> TITLE: ADOPT A RESOLUTION DECLARING THAT OBTAINING FEDERAL, <br /> STATE AND LOCAL CRIMINAL HISTORY INFORMATION IS <br /> AUTHORIZED BY THE PENAL CODE AND IS A REQUIREMENT FOR <br /> EMPLOYMENT OF EMERGENCY MEDICAL TECHNICIANS (EMTS) <br /> SUMMARY <br /> Assembly Bill 2917 (Torrico) was signed into law by Governor Schwarzenegger on <br /> September 28, 2008. It requires Department of Justice (California State) and Federal <br /> Bureau of Investigation (FBI) background checks for Emergency Medical Technicians <br /> (EMT) working in pre - hospital care. The adoption of this resolution establishes the <br /> process for receiving the FBI portion of these background checks. Livermore - <br /> Pleasanton Fire Department re- certifies all of its Firefighter /EMTs every two years. As <br /> an EMT certifying entity, the Fire Department is required to conduct these background <br /> checks as part of the recertification and initial hiring process. <br /> RECOMMENDATION <br /> Staff recommends that the City Council adopt the attached resolution to establish the <br /> need for receiving Federal Bureau of Investigation (FBI) criminal background checks on <br /> employees hired after July 1, 2010, and on all existing EMT employees who have not <br /> completed and /or cleared the background process prior to July 1, 2010. <br /> FINANCIAL STATEMENT <br /> The financial impact on the Fire Department budget will be minimal. Currently, we pay <br /> $32 per employee for Department of Justice Live Scan Fingerprinting. Adding the FBI <br /> requirement, will cost an additional $16 to $20 per employee. LPFD hires <br /> approximately 12 firefighters annually resulting in a maximum annual budget impact of <br /> $240. This additional expenditure can be absorbed in the existing budget. <br />
