er <br /> I la • Additional modifications to signal heads would be needed for westbound left turn and westbound <br /> through traffic on Bernal Avenue at the SB ramps. The current signal heads align with the current <br /> geometry. It is likely that the left turn signal head indication on the mast arm would be relocated <br /> several feet to the north to align with the center of the two left turn lanes. In addition, the through <br /> lane signal head indication on the mast arm would be relocated to align with the center of the right - <br /> most through lane. <br /> • The traffic signal currently uses pavement loops for vehicle detection. The conversion of the left- <br /> most through lane to a left turn lane would require changes to the existing detection loops so that <br /> they are associated with the appropriate phase. <br /> • Given that nearly 1,000 vehicles would use the dual left turn pocket during the AM and PM peak <br /> hours under cumulative conditions, Caltrans may question the length that the two full receiving lanes <br /> • <br /> are provided for the southbound onramp. Under existing conditions, there are approximately 350 <br /> feet of two full lanes. This is most likely adequate, but depending on the results of the traffic <br /> operations report, it is possible that Caltrans could require roadway widening further south on the <br /> :: on -ramp. This will be investigated and discussed with Caltrans as a first phase of work. <br /> 1- <br /> As indicated, the development of the concept design will consider the specific issues cited above and will <br /> be developed based on collectively considering existing features, the existing available right of way, , <br /> coordination of above and below ground utilities, the circulation and installation of bicycle and pedestrian <br /> facilities and possible retaining walls requirements. Based on the review of existing information and the • <br /> assessment performed, BKF will develop geometric alternatives including vertical design information <br /> which address the assessment results and Project goals. As alternatives are developed, BKF will be <br /> careful to comply with the Caltrans' Highway Design Manual to minimize and /or avoid processing Design <br /> , <br /> Exception Fact Sheets. The geometric alternatives will be reviewed with the City to confirm that the City lit <br /> goals are met and establish a preferred alternative. - <br /> Peskin Exceptions — After City comments are incorporated for the geometric alternatives, BKF will <br /> prepare to meet with Caltrans to confirm their support of the Project and processing requirements. For <br /> the meeting, BKF will conduct a final review of the geometry and complete the Design Checklist (DIB78), <br /> to ensure that all mandatory and advisory design exceptions are identified. After meeting with Caltrans <br /> on concurrence of Project features and design exceptions, BKF will prepare Design Exception Fact Sheets a <br /> 4' for submission to Caltrans for review and approval. The scope of work accounts for the preparation and <br /> approval of four additional design exceptions. BKF would suggest that the Fact Sheets be submitted prior <br /> to the actual submittal of the PS &E in order to start the review process, which tends to take longer than <br /> PS &E review and approval. In this case, the issuance of the encroachment permit for the Project will not <br /> be delayed by the Fact Sheet approval and signature. a <br /> Geometric Exhibit Plans — The concept drawings developed for the geometric alternatives and Caltrans <br /> v. <br /> approval of the Project will be enhanced to create an exhibit which clearly demonstrates the Project <br /> s <br /> features. The exhibit will be presented to the community in a public forum. The exhibit will delineate <br /> pedestrian and bicycle facilities and roadway modifications. Right of way lines and roadways will be <br /> identified and typical cross sections will be added. <br /> Landscace Plan — The BKF Project Team will work with the City to create a landscape statement for the <br /> Project site and develop consensus on the desired landscape character for this key City gateway. Field <br /> reconnaissance will be conducted to obtain an inventory of existing trees (size, species, condition) and <br /> determine the character of adjacent streetscape / setting. The BKF Project Team will coordinate with City <br /> j`'; Staff to ascertain preferences in irrigation equipment and plant material and discuss the potential for a <br /> "Bay- Friendly" project. Based on this information, the BKF Project Team will prepare illustrative landscape <br /> plan and images of possible plant palettes. This will provided to the City for review and comment before <br /> it is completed for presentation at the public meeting. <br /> Public Meeting — Upon obtaining concurrence from Caltrans, it is essential to hold the public meeting <br /> early in the process to engage the stakeholders. It will be the Project's objective of informing and <br /> obtaining support from the public and stakeholders. One public meeting will be held during the PS &E <br />
