BACKGROUND <br /> On April 21st, staff held an informational meeting with property owners from the four <br /> GHADs to answer questions and promote a better understanding of the GHADs. One of <br /> the residents asked about the City's consultant for the GHADs, ENGEO Incorporated, <br /> and whether the City solicited proposals from other geotechnical consultants to oversee <br /> the GHADs, as concerns were raised regarding ENGEO's rates. Staff explained that we <br /> had reviewed the City's database of professional engineers to determine which <br /> professionals had expertise in monitoring GHADs and had found no other engineering <br /> firms except the current geotechnical engineering firm, ENGEO. It was the <br /> recommendation of a few of the residents that we look at soliciting other geotechnical <br /> firms before renewing the current contract with ENGEO. Staff agreed to seek other <br /> geotechnical firms for monitoring the GHADs, including a firm suggested by one of the <br /> residents at the meeting, another firm suggested by ENGEO, and referrals from other <br /> cities with GHADs. <br /> While this review of available geotechnical firms was taking place, staff proposed that <br /> the Board approve an extension of the contract with ENGEO, on a task basis, to allow <br /> for semi - annual monitoring to occur as provided in the Plan of Control (which is <br /> particularly important after the rainy season). <br /> THE SELECTION PROCESS <br /> As suggested by the resident, staff solicited proposals for monitoring the GHADs. A total <br /> of seven geotechnical firms were sent requests for proposals (see below). <br /> Kleinfelder TRC GeoSolve, Inc. <br /> Hayward, CA 94545 Oakland, CA 94607 -2531 Pleasanton, CA 94566 <br /> GEI Consultants ENGEO Incorporated Treadwell & Rollo <br /> Oakland, CA 94612 -3017 San Ramon, CA 94538 Oakland, CA 94612 <br /> Geolex <br /> Aptos, CA. 95001 -0374 <br /> Of these seven firms, we received proposals from ENGEO and Geolex. Staff reviewed <br /> the two proposals and determined that ENGEO was the firm best qualified to provide <br /> the services for the GHAD's. <br /> ENGEO Incorporated is the geotechnical firm the City selected initially for to monitor the <br /> GHADs and has become the local firm in the Bay Area with the most expertise in the <br /> field of GHADs. Staff has been very pleased with their monitoring work. Consequently, <br /> Staff is recommending that we continue to use ENGEO Incorporated for the annual <br /> monitoring of the City's GHADs. <br /> ENGEO CONTRACT <br /> ENGEO will provide site reconnaissance twice a year to meet the monitoring <br /> requirements established in the Plan of Control for each of the GHADs. Site visits and <br /> subsequent summary reports will be completed in the fall of each year before the winter <br /> rainy season and in the spring of the year after most of the more intensive rainfall. <br /> Page 2 of 3 <br />
