THE CITY OF 2 <br /> GEOLOGIC HAZARD ABATEMENT DISTRICT <br /> pLEASANTONo AGENDA REPORT <br /> September 7, 2010 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVAL OF CONTRACT WITH ENGEO INCORPORATED TO <br /> MONITOR GEOLOGIC HAZARD ABATEMENT DISTRICTS FOR OAK <br /> TREE FARM, MOLLER RANCH, LAUREL CREEK ESTATES (THE <br /> PRESERVE, OAK HILL ESTATES, AND KOLB RANCH ESTATES), AND <br /> LEMOINE RANCH ESTATES <br /> SUMMARY <br /> A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br /> used to pay for any landslide repairs and related geologic and storm drainage <br /> monitoring, maintenance and repair work within the District. The City has formed four <br /> GHADs: Oak Tree Farm, Moller Ranch, Laurel Creek Estates (The Preserve, Oak Hill <br /> Estates and Kolb Ranch Estates) and Lemoine Ranch Estates. All are located on the <br /> west side of Foothill Road and are in areas that require annual monitoring and <br /> maintenance of geologic features. The current contract for the monitoring of the GHADs <br /> has expired and staff is recommending that the Districts continue to use ENGEO for the <br /> required monitoring. <br /> RECOMMENDATION <br /> 1. Convene as the Board of Directors for the Oak Tree Farm, Moller Ranch, Laurel <br /> Creek Estates (The Preserve, Oak Hill Estates and Kolb Ranch Estates) and <br /> Lemoine Ranch Estates Geologic Hazard Abatement Districts. <br /> 2. Approve the attached professional services contracts with ENGEO Incorporated. <br /> 3. Authorize the City Manager to execute the attached contract with ENGEO <br /> Incorporated. <br /> FINANCIAL STATEMENT <br /> The cost for ENGEO to monitor the Districts and for staff to administer these Districts <br /> will continue to be funded by the annual assessments paid by the property owners <br /> within the GHADs. As required by Proposition 218, the City pays a share of the <br /> assessments as the owner of parcels of land within each of these Districts upon which <br /> public facilities (such as water tanks and pump stations) are IocatedThe ENGEO <br /> proposals (one for each district) include two site reconnaissances per year on a fixed <br /> fee basis. Additionally, if a significant rain event were to occur during the year, <br /> additional site reconnaissance would be performed on a fixed fee basis. Any additional <br /> work would be completed on a time and materials basis. All funding for the ENGEO <br /> contracts was included in the fiscal year 2010 -11 adopted budget for the GHADs. <br />
