BACKGROUND <br /> On December 16, 2009, the Metropolitan Transportation Commission (MTC) approved <br /> the Cycle 1 Project Selection Criteria Programming Policy of federal funding in the <br /> Surface Transportation Authorization Act (pending further congressional development <br /> and action). MTC's programming policies also established the Congestion <br /> Management Agency (CMA) Block Grant approach, which delegates program <br /> management and project selection to the county congestion management agencies. <br /> The CMA Block Grant is being funded through federal STP and CMAQ funds and is <br /> composed of the following three programs: 1) Regional Bicycle Program (RBP), 2) Local <br /> Street and Road (LSR) Program, and 3) County Transportation for Livable Community <br /> (TLC) Program. The subject project will be applied for under the LSR program. <br /> Under the New Act STP /CMAQ Cycle 1 Program, approximately $15,888,000 has been <br /> made available to Alameda County under the Block Grant Program for eligible LSR <br /> projects. Based on a formula containing four factors (population, lane mileage, shortfall, <br /> and preventive maintenance), the City of Pleasanton is eligible for a fixed amount of <br /> $876,000 of STP /CMAQ Cycle 1 funding. A minimum of at least 11.47% ($100,477) in <br /> local matching funds is required to receive the funding for the project. <br /> DISCUSSION <br /> The City of Pleasanton must submit a grant application for STP /CMAQ Cycle 1 Program <br /> called CMA Block Grant to the MTC through the Alameda County Congestion <br /> Management Agency (ACCMA). The first step in the federal grant process is the City <br /> Council adopting the attached resolution to authorize submittal of the grant funding <br /> application. <br /> In order to meet the strict federal program guidelines, the following roadway sections <br /> were chosen for pavement rehabilitation 1) Santa Rita Road (Pimlico Drive to <br /> Rosewood Drive), 2) Santa Rita Road (Rosewood Drive to Old Santa Rita Road), <br /> 3) W. Las Positas Boulevard (Santa Rita Road to Rockingham Drive), 4)OId Santa Rita <br /> Road (Rosewood Drive to Santa Rita Road), 5) Willow Road (Gibraltar Drive to <br /> Stoneridge Drive), and 6) Owens Drive (Hacienda Drive to Rosewood Drive). These <br /> roadway sections are in need of repair; the project would provide for resurfacing <br /> approximately 690,000 square feet of roadway with open - graded asphalt concrete <br /> overlay construction. The project would also include base repair, replacement of <br /> existing non - compliant ADA curb ramps, adjustment of appurtenances to grade, <br /> establishment of new bicycle lanes where possible, and installation of pavement <br /> markers, roadway legends, striping, and traffic detector loops. <br /> Page 2 of 3 <br />
