August 17, 2010 Community Development Engineering Division TITLE: ADOPT RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL SURFACE TRANSPORTATION PROGRAM (STP) AND /OR CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT (CMAQ) FUNDING, COMMITTING THE NECESSARY NON - FEDERAL MATCH AND, ASSURING THE COMPLETION OF THE PAVEMENT REHABILITATION OF VARIOUS CITY STREETS PROJECT, CIP NO. 105036 SUMMARY The City of Pleasanton is eligible to receive funding from the federal Surface Transportation Program (STP) and /or Congestion Mitigation and Air Quality Improvement (CMAQ) for transportation projects through the Metropolitan Transportation Commission (MTC) in the amount of $876,000. A resolution authorizing the filing of an application for STP /CMAQ funding and a statement assuring completion of the project is required. RECOMMENDATION 1. Adopt the attached resolution authorizing the City Engineer to execute and file an application with the MTC for STP /CMAQ funding for the City of Pleasanton Pavement Rehabilitation of Various City Streets Project, CIP No. 105036. FINANCIAL STATEMENT Approximately $876,000 is available from STP /CMAQ grants that can be added to the City's street resurfacing program. The total estimated cost for this project is $1,350,000. This leaves a gap of approximately $474,000 that would be necessary to complete the project. To cover the funding gap, staff recommends drawing from the Annual Resurfacing project funds, CIP No. 105003, which has been programmed and funded July 2010 as part of the Capital Improvement Program budget in the 2010 -11 Mid -Term Update budget document. The award of the Annual Resurfacing project, CIP No. 105003, is being recommended in a separate staff report on August 17, leaving more than $1.3 million available from which to draw.
