BACKGROUND
On October 21, 2008, Pleasanton's City Council awarded the contract for the referenced
project to McGuire & Hester in the amount of $454,855. The City Council also
authorized the Director of Community Development to approve change orders up to the
project contingency amount of $90,971. The subject project has since been completed
and is ready for acceptance.
The project consisted of constructing a ten -feet wide asphalt concrete meandering trail
alongside a two -feet wide decomposed granite path for joggers. It has a total length of
approximately 1.1 miles and includes a 13 -stall parking area, a drinking fountain, two
arbor structures, three vista points with benches, and 54 trees. This project extended
the multi - purpose trail that was constructed several years ago as part of the Bernal
Creek Restoration Project, northerly up to the vicinity of Bernal Avenue.
In October 2009, additional wood fencing was installed at the parking and staging area
to control vehicles accessing the site and surrounding fields to perform illegal
"doughnuts." This type of activity tracked mud onto the asphalt concrete parking area
and also onto West Lagoon Road.
The Marilyn Murphy Kane Trail was officially dedicated on Saturday, October 24, 2009.
DISCUSSION
Budget
The City received a donation from the Kane Family in the amount of $650,000, a
donation from Diane Rodriguez in the amount of $200, and a donation from the
Livermore Amador Garden Club in the amount of $3,320 for the purchase of additional
benches, for a total donation of $653,520. Additionally, interest earned in fiscal year
2008 -2009 on the funds donated by the Kane family amounted to $28,146 and was
allocated to this project. Another $152,000 was transferred from the Bernal Property
Trail Reserve (CIP 047021) to this project. A summary of the project's funding sources
and expenditures is presented in Attachment 1. The construction cost increased slightly
due to an increase in the estimated quantities of asphalt concrete and decomposed
granite. Additional trees and benches were also requested to be installed by the Parks
Department. The additional items totaled less than the approved contingency;
therefore, staff recommends returning $152,000 to the Bernal Property Trail Reserve
(CIP No. 047021). The Kane family has requested that the City retain the balance of
the donated funds ($88,433) to use on a Parks project that has yet to be determined.
Interest earned in fiscal year 2009 -10 on the donated funds will be added once the
Finance Department closes out fiscal year 2009 -10.
