9.30.080 <br />1. Every customer shall use no more water <br />than the customer used during the comparable billing <br />period in 1990, and every customer shall eliminate wast- <br />ing potable water in an effort to aid the city in achieving <br />a 15 percent reduction in the amount of water used by all <br />customers during comparable billing periods in 1990. <br />New customers shall not use in excess of 85 percent of <br />the city's estimated consumption for similar customers. <br />2. To achieve this reduction, each residential <br />customer shall reduce its summer water use by 15 per- <br />cent, each nonresidential customer shall reduce its sum- <br />mer bimonthly use by 15 percent, and each irrigation <br />customer shall reduce its summer use by 25 percent. <br />C. Stage I -C; 20 percent voluntary reduction in <br />water use. The director may declare a Stage I -C reduc- <br />tion in water use and thereby impose a voluntary reduc- <br />tion in water use as follows: <br />1. Every customer shall use no more water <br />than the customer used during the comparable billing <br />period in 1990, and every customer shall eliminate wast- <br />ing potable water in an effort to aid the city in achieving <br />a 20 percent reduction in the amount of water used by all <br />customers during comparable billing periods in 1990. <br />New customers shall not use in excess of 80 percent of <br />the city's estimated consumption for similar customers. <br />2. To achieve this reduction, each residential <br />customer shall reduce its summer water use by 20 per- <br />cent, each nonresidential customer shall reduce its sum- <br />mer bimonthly use by 20 percent, and each irrigation <br />customer shall reduce its summer use by 30 percent. <br />D. Stage I -D; 25 percent voluntary reduction in <br />water use. The director may declare a Stage I -C reduc- <br />tion in water use and thereby impose a voluntary reduc- <br />tion in water use as follows: <br />1. Every customer shall use no more water <br />than the customer used during the comparable billing <br />period in 1990, and every customer shall eliminate wast- <br />ing potable water in an effort to aid the city in achieving <br />a 25 percent reduction in the amount of water used by all <br />customers during comparable billing periods in 1990. <br />New customers shall not use in excess of 75 percent of <br />the city's estimated consumption for similar customers. <br />2. To achieve this reduction, each residential <br />customer shall reduce its summer water use by 25 per- <br />cent, each nonresidential customer shall reduce its sum- <br />mer bimonthly use by 25 percent, and each irrigation <br />customer shall reduce its summer use by 35 percent. <br />F. Other conservation measures. In addition to <br />the provisions and restrictions provided in subsections A <br />through D above, the director shall recommend that all <br />customers take the following conservation measures: <br />1. Residential Guidelines. <br />(Pleasanton Supp. No, 3, 1 -1(I) <br />270 <br />a. Use water conserving appliances, fixtures <br />and practices in the kitchen and bathroom. <br />b. Use shut -off nozzles on all garden hoses. <br />c. Cover pools when not in use to reduce <br />evaporation. <br />d. Start or continue monitoring daily, weekly <br />or monthly water use by reading and recording water <br />meter totalizer. <br />e. Water lawns no more than twice weekly and <br />before 10:00 a.m.; eliminate overspray and runoff on <br />sidewalks, driveways, streets and other nonirrigated ar- <br />eas. <br />f. Sweep sidewalks, driveways, patios and all <br />paved areas; do not wash down. <br />Inspect for leaks and repair promptly. <br />2. Nonresidential. <br />a. Restaurants shall serve water only on re- <br />quest. <br />b. Irrigate no more than twice weekly; elimi- <br />nate all overspray and runoff on sidewalks, driveways, <br />streets and other nonirrigated areas. <br />c. Perform water audit of facilities in order to <br />prioritize water usage. Review outside watering sched- <br />ules to reduce water use to only those levels required for <br />plant stabilization or growth. <br />3. Irrigation. <br />a. Perform water audit of turf and other land- <br />scaping areas. Review outside watering schedules to <br />reduce water use to only those levels required for plant <br />stabilization or growth. <br />b. Limit watering to no more than twice <br />weekly. <br />c. Avoid watering in excess of the evapotran- <br />spiration rate. (Ord. 1560 § I, 1992; Ord. 1508 § 1, <br />1991) <br />g. <br />9.30.080 Stage 11: 25 percent mandatory <br />reduction in residential use; 15 percent <br />mandatory reduction in nonresidential <br />use; 35 percent mandatory reduction <br />in irrigation use. <br />The director may declare a Stage 11 reduction in <br />water use and thereby impose a mandatory reduction in <br />water use as follows: <br />A. Each residential customer shall reduce its <br />water use by 25 percent from the comparable billing <br />period in 1990. <br />I. For single- family residential customers: <br />a. The floor shall be 4,200 cubic feet per bi- <br />monthly billing period (525 GPD). <br />b. The ceiling shall be 8,400 cubic feet per <br />bimonthly billing period (1050 GPD). <br />
