For example, the average <br />summer water use during 1990 for single - family resi- <br />dential customers was 703 GPD; in Stage 11, the average <br />(703 GPD) would be reduced by 25 percent to yield a <br />"floor" of 525 GPD. <br />G. "Excess Use" means the difference between <br />a customer's actual consumption of water for the billing <br />period and the customer's allocation. <br />H. "G1'D" means gallons per day. <br />1. `Summer" means the months of May <br />through September, inclusive. (Ord. 2000 § 1, 2009; <br />Ord. 1508 § 1, 1991) <br />9.30.050 Creation of classes. <br />The following classes of customers or uses are <br />hereby created: <br />A. "Single- family residential" consists of water <br />service to land improved with structures designed to <br />serve as a residence for a single- family. <br />B. "Multiple- family residential — apartments" <br />consists of water service to land improved with struc- <br />tures designed to serve as apartments. <br />C. "Multiple- family residential — townhouses/ <br />condominiums" consists of water service to land im- <br />proved with structures designed to serve as townhouses <br />or condominiums. <br />D. "Nonresidential" consists of water service to <br />land improved with structures designed to serve wafer <br />for other than residential uses. Commercial (including <br />restaurants), recreational, charitable, educational and <br />cultural uses are included in this class. <br />E. "irrigation" consists of water service which <br />is separately metered and is used exclusively to water <br />turf and other landscaping areas. (Ord. 1508 § 1, 1991) <br />9.30.060 Reduction in water use. <br />A. The following stages of reduction in water <br />use depend on the total amount of water supplied to the <br />city by Zone 7 and the amount of water the city is able <br />to pump out of the groundwater basin from its own <br />wells. These stages are based upon the following infor- <br />mation concerning city customers: <br />1. Summer use for single- family residential <br />customers is approximately 5,650 cubic feet bimonthly <br />or 703 GPD. <br />2. Summer use for multiple - family residen- <br />tial—apartment customers is approximately 1,300 cubic <br />feet bimonthly or 162 GPD per apartment unit. <br />3. Summer use for multiple - family residen- <br />tial— townhouse/condominium customers is 18.7 hun- <br />269 <br />dred cubic feet bimonthly or 233 GPD per townhouse/ <br />condominium unit. <br />B. Based upon these uses and the proposed <br />reductions in deliveries from Zone 7, the director is em- <br />powered to impose and enforce reductions in each of the <br />following stages of this section when it is determined, <br />through engineering analysis, that the available daily <br />water demand exceeds, or is expected to exceed, the <br />daily water supply from all of the city's sources. <br />C. Stage I -A; 10 percent voluntary reduction in <br />water use. The director may declare a Stage I -A reduc- <br />tion in water use and thereby impose a voluntary reduc- <br />tion in water use as follows: <br />1. Every customer shall use no more water <br />than the customer used during the comparable billing <br />period in 1990, and every customer shall eliminate wast- <br />ing potable water in an effort to aid the city in achieving <br />a 10 percent reduction in the amount of water used by all <br />customers during comparable billing periods in 1990. <br />New customers shall not use in excess of 90 percent of <br />the city's estimated consumption for similar customers. <br />2. To achieve this reduction, each residential <br />customer shall reduce its summer water use by 10 per- <br />cent, each nonresidential customer shall reduce its sum- <br />mer bimonthly use by 10 percent and each irrigation <br />customer shall reduce its summer use by 20 percent. <br />B. Stage 1 -B; 15 percent voluntary reduction in <br />water use.
