Public Comment <br /> Fred Norman said 157 military men and women have died in Iraq and Afghanistan since <br /> January 2010, noted the May 26 vigil and call for an end to the killing. <br /> Brad Hirst congratulated Council for not appealing the Judge's decision regarding the Urban <br /> Habitat matter, stating that the City's economic well -being affects everyone. He also wished the <br /> Council well in its negotiations. <br /> Roz Wright said she served this year as President of the Museum on Main, spoke of the <br /> Museum's activities and historical significance, and noted the second annual Paint the Town <br /> Day. <br /> Allen Roberts address Council concerning the Oak Grove Measure D <br /> Karla Brown urged no votes on Measure D. <br /> Dolores Bengtson spoke in support of Measure D. <br /> Kurt Kummer, speaking as a resident and not as a Park and Recreation Commissioner and <br /> Trails Committee member, stated his support for Measure D. <br /> Christine Steiner spoke of her support for the Oak Grove project and urged residents to vote yes <br /> on Measure D. <br /> John Carroll stated his opposition to the Oak Grove project and encouraged no votes on <br /> Measure D. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Adopt a resolution approving the Joint Powers Agreement creating the Alameda County <br /> Transportation Commission (ACTC) and approving an amendment to the Joint Powers <br /> Agreement for the Alameda County Congestion Management Agency (ACCMA) <br /> Art Dow, Deputy Director, Alameda County Transportation Improvement Authority (ACTIA), <br /> gave a PowerPoint presentation regarding the benefits of the merger, noting that a JPA is <br /> proposed to be executed which will involve all jurisdictions in the county and the transit <br /> operators; AC Transit and BART. ACTIA and ACCMA have overlapping functions which could <br /> be consolidated. <br /> The consolidation of the two agencies has been moving forward via direction of elected officials <br /> from both boards. The boards have created an Ad -Hoc Committee made up of 6 elected <br /> officials to direct and oversee activities relating to the merger. Merging of the two agencies <br /> would eliminate duplication, have one set of priorities, streamline operations, and be more <br /> efficient in delivery of projects and programs. It was determined they could save up to $1 million <br /> a year, which is significant. The board directed them to develop a merger implementation plan, <br /> including an inventory of pieces to make the merger work, and one key component is a JPA. <br /> The JPA contained in the packet is to be executed by the Board of Supervisors and the majority <br /> of cities in the counties representing the majority of population. It is the vehicle document which <br /> would create the ACTC and assume all duties and functions that ACTIA and ACCMA currently <br /> City Council Minutes Page 3 of 10 May 18, 2010 <br />
