THE CITY OF p <br /> mu I °I CITY COUNCIL AGENDA REPORT 1 <br /> pL£ ASANTONo <br /> July 20, 2010 <br /> Operations Service Department <br /> TITLE: RADIFY DUBLIN SAN RAMON SERVICES DISTRICT REGIONAL SEWER <br /> CONNECTION FEE ADJUSTMENT FOR FISCAL YEARS 2010/11 AND <br /> THEREAFTER <br /> SUMMARY <br /> The City contracts with the Dublin San Ramon Services District (DSRSD) for wastewater <br /> treatment and disposal services. Existing contracts with DSRSD obligate the City to <br /> implement changes in the regional sewer connection fees within 60 days of when they are <br /> approved by DSRSD. On June 15 the DSRSD Board approved an increase in the regional <br /> sewer connection fees effective August 1, 2010. Council action will ratify and adopt the <br /> changes in the regional connection fees for all new development requiring sewage <br /> treatment and disposal services or for existing sewer customers requiring additional <br /> services as a result of a change in use for their property. <br /> The current regional connection fee was established July 1, 2008 and then increased by <br /> the ENR escalator on July 1, 2009 and decreased by the ENR escalator on July 1, 2010 to <br /> its current level of $13,376 per single family equivalent demand. The DSRSD Board on <br /> June 15, 2010 increased the fee by $461 to $13,840 effective August 1, 2010. <br /> RECOMMENDATION <br /> Staff recommends that the City Council adopt the attached Resolution amending the <br /> Master Fee Schedule for the adjustments to the regional sewer connection fees for DSRSD <br /> to be effective August 1, 2010. <br /> FINANCIAL STATEMENT <br /> The expansion of the DSRSD regional sewage treatment facilities and the LAVWMA <br /> disposal facilities are funded from regional connection fees paid by new development or <br /> existing development requiring additional sewer flow or treatment capacity. These fees are <br /> increasing to reflect the increase in the cost of expanding these facilities for future <br /> development. <br /> These fees are "pass- through" fees paid at the time new development connects to the <br /> regional sewer system. There is no direct impact to the City's General Fund. The City does <br /> pay sewer connection fees when sewage capacity is needed for new City capital <br /> improvement projects and facilities. <br />
