Cities workers compensation program but, instead, to participate directly in LAWCX as
a regular member thereof.
DISCUSSION
There are primarily two services /programs that the City is currently not receiving
through Bay Cities —a structured return to work program and a "company nurse"
program, whereby an injured employee can call a triage nurse and receive an
immediate verbal evaluation of the injury and be provided guidance whether the injury
warrants a visit to an authorized clinic. The City, however, has had in place for a
number of years similar programs that it administers either on its own or through ICS.
These programs are working smoothly from the perspective of both management and
the employees.
In addition, the City paid in FY 09/10 about $212,500 in administrative and related costs
associated with the Bay Cities workers compensation program; the LAWCX premium for
FY 10/11, by contrast, will be only about $113,000, a savings of nearly $100,000.
For those reasons, staff does not think that remaining a part of the Bay Cities workers
compensation program is necessary or warranted. Staff recommends that the City
participate in LAWCX as a regular member of that entity.
To that end, the City filed a formal application with LAWCX for membership and the City
has been accepted as a member subject to the City Council's adopting the attached
resolution that will authorize the City's participation in LAWCX, will authorize the City
Manager to sign a number of documents to implement that participation and will
authorize the Human Resources Manager to be the City's representative on the LAWCX
Board of Directors. Bay Cities has also been informed of our intent and has agreed to
allow the City to no longer be a member of its program.
Submitted by: Fiscal Review: Approved y:
ulie Yu -Miu Emily Wagner Nelson Fialho
Assistant City Manager Director of Finance City Manager
Attachment:
Resolution
