any work on the adjoining properties, and shall submit these easements and /or <br /> agreements with the tentative parcel map application. <br /> 46. The applicant shall construct any retaining walls along the private road serving the lots <br /> covered by this approval behind the Public Service Easement (PSE) subject to the <br /> review and approval of the City Engineer and /or the Building and Safety Division. <br /> Grading <br /> 47. All cut and fill slopes shall be graded at a 3:1 (horizontal -to- vertical) slope. If intended to <br /> match existing topography, slopes steeper than this maximum grade may be allowed by <br /> the City Engineer and the Director of Community Development with the documentation <br /> provided by a licensed geotechnical engineer stating that the slope will remain stable. A <br /> modified form of this requirement shall be reflected in the design guidelines. <br /> Private Street Construction and /or Modification <br /> 48. The applicant shall relocate the existing entrance gate on the private street from Foothill <br /> Road to a point measured 25 feet from the west leg of the future street to Tract 6275. <br /> The design details for the gate shall be submitted for review and approval by the Director <br /> of Community Development. The gate shall be equipped with a remote control <br /> mechanism to permit emergency activation from the communications console at the <br /> Police Department and the Fire Department. The applicant shall obtain a building permit <br /> for the gate and any electrical connections. <br /> 49. The four lots of this development may be gated at their driveways. The locations and <br /> design standards for private gates of the lots' driveways shall be reviewed and approved <br /> by the Director of Community Development. <br /> 50. The applicants engineer shall determine the structural section, including the "R" values <br /> of the existing subgrade, of the existing private road /driveway serving this development. <br /> This information shall be submitted with the tentative parcel map. After reviewing the <br /> structural section and "R" values, the City Engineer may require the existing street <br /> section to be rebuilt or the existing pavement overlaid with additional layers of asphalt <br /> concrete by the applicant to support the weight of emergency service vehicles or meet <br /> the minimum traffic index for the street. The improvements for this private street shall <br /> comply with City Standards as determined by the City Engineer. If reconstructed or <br /> overlaid, the private street shall retain its current width except at the first switchback by <br /> Lot 2 where the road shall be constructed to meet the Fire Department standards for <br /> turning radii. <br /> 51. The applicant shall construct the realigned driveway entrance from Foothill Road to the <br /> development to a point defined by the City Engineer where the creek running along the <br /> side Foothill Road makes it impractical to widen the road, and the portion of Foothill <br /> Road for the deceleration lane to the realigned driveway entrance. These improvements <br /> shall be shown on the improvement plans submitted with the parcel map to the <br /> satisfaction of the City Engineer. <br /> 52. The final roadway design of Foothill Road shall be subject to review and approval of the <br /> Director of Community Development and should include, to the extent feasible, <br /> provisions for both a northbound and southbound bike lane along the entire length of the <br /> improved area of Foothill Road that is to the south of the Muirwood Drive South /Foothill <br /> 14 <br />
