easements are part of the City, County and State NPDES (National Pollutant <br /> Discharge Elimination System) permit requirements and these areas can not be <br /> altered without a review and approval by the soils engineer and City Engineer <br /> h. The following disclosure that: <br /> "You are hereby advised that this property is on the west side of Foothill Road <br /> across from Foothill High School. Some of the impacts associated with the <br /> day -time and night -time operation of the High School include, but are not <br /> limited to noise, use of equipment, glare, and congestion." <br /> Wording for these disclosures and statements shall be submitted to the City <br /> Attorney for review and approval prior to parcel map approval by the City Council. <br /> The disclosures shall be recorded concurrently with the parcel map and shall be <br /> incorporated into the CC &R's. <br /> 28. The lot numbers shown on the face of this development plan shall be reflected on the <br /> subsequent parcel map, improvement plans, engineered construction drawings, and <br /> building design applications. <br /> Construction Mitigation Measures <br /> 29. The applicant shall prepare a Traffic Management Plan (TMP) to ensure that the <br /> construction traffic will not conflict with the Foothill High School a.m. or p.m. school traffic <br /> hours, Monday through Friday. The TMP shall apply to all grading and construction <br /> phases and shall be completed before the first construction phase to the satisfaction of <br /> the Planning Division. The TMP shall apply to the individual building sites, and shall be <br /> added to the design guidelines covering this development. <br /> 30. All construction activities such as demolition, grading, framing, material delivery, etc., <br /> shall be limited to the hours of 7:00 a.m. to 5:00 p.m. No construction shall be allowed <br /> on State and Federal Holidays. The Director of Community Development may allow <br /> different construction hours earlier "start- times" for specific construction activities, e.g., <br /> concrete foundation /floor pouring, extended construction hours for interior work, etc.) if <br /> it can be demonstrated that the construction and construction traffic noise will not affect <br /> nearby residents. If complaints are received regarding the extended construction hours, <br /> the Planning Division may modify or revoke them. All construction equipment must meet <br /> DMV noise standards and shall be equipped with muffling devices. Prior to construction, <br /> the applicant shall post the site as notification of allowable hours for construction activity <br /> on the site. No inspections, plan check, material delivery, staff assignment or <br /> coordination, etc., is allowed outside of these posted hours. This requirement shall also <br /> apply to the individual building sites /homes and shall be added to the design guidelines <br /> covering this development. <br /> 31. If any prehistoric or historic artifacts, or other indications of cultural resources are found <br /> once the project construction is underway, all work must stop within 20 meters (66 feet) <br /> of the find. A qualified archaeologist shall be consulted for an immediate evaluation of <br /> the find prior to resuming ground- breaking construction activities within 20 meters of the <br /> find. If the find is determined to be an important archaeological resource, the resource <br /> shall be either avoided, if feasible, or recovered consistent with the requirements of <br /> Appendix K of the State CEQA Guidelines. In the event of discovery or recognition of <br /> any human remains in any on -site location, there shall be no further excavation or <br /> 8 <br />
