DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on May 11, 2010. There were seven (7) bids <br /> received, ranging from $373,994.39, received from G. Bortolloto Co., Inc. of San <br /> Carlos, California, to $466,505.65 (Attachment 1). The low bid is 15% lower than the <br /> engineer's estimate of $440,000. Past work performed by G. Bortolloto Co., Inc. was <br /> verified to be satisfactory. Therefore, staff is recommending award of the construction <br /> contract to the lowest responsible bidder, G. Bortolloto Co., Inc. <br /> Schedule <br /> The proposed schedule for the subject project is as follows: <br /> Approval of Plans and Specifications and Award of Contract: 06/01/10 <br /> Start of Construction: 06/23/10 <br /> End of Construction: 08/23/10 <br /> Budget <br /> Based on previous similar projects, staff is requesting a 15% project contingency in the <br /> amount of $55,800 to fund unforeseen change orders. Typical pavement change orders <br /> relate to isolated soil conditions that require removal and replacement. Unsuitable soils <br /> are not known until such time as the pavement is removed during local base repair and <br /> the soil condition is exposed in the field, requiring either remedial treatment or removal. <br /> As a result of this contingency, the projected total project budget is $469,794 including <br /> construction services. <br /> While the ARRA funds will finance the majority of this project, the funding will not be <br /> received until after the project has been completed and a reimbursement request is <br /> processed. As a result, like other reimbursable grant programs, the City will use its <br /> funds to meet project cash flow. Staff proposes to use funds remaining in the Annual <br /> Resurfacing project, CIP No. 095003, for this purpose.
