DISCUSSION Bids Sealed bids for this project were opened on May 11, 2010. There were seven (7) bids received, ranging from $373,994.39, received from G. Bortolloto Co., Inc. of San Carlos, California, to $466,505.65 (Attachment 1). The low bid is 15% lower than the engineer's estimate of $440,000. Past work performed by G. Bortolloto Co., Inc. was verified to be satisfactory. Therefore, staff is recommending award of the construction contract to the lowest responsible bidder, G. Bortolloto Co., Inc. Schedule The proposed schedule for the subject project is as follows: Approval of Plans and Specifications and Award of Contract: 06/01/10 Start of Construction: 06/23/10 End of Construction: 08/23/10 Budget Based on previous similar projects, staff is requesting a 15% project contingency in the amount of $55,800 to fund unforeseen change orders. Typical pavement change orders relate to isolated soil conditions that require removal and replacement. Unsuitable soils are not known until such time as the pavement is removed during local base repair and the soil condition is exposed in the field, requiring either remedial treatment or removal. As a result of this contingency, the projected total project budget is $469,794 including construction services. While the ARRA funds will finance the majority of this project, the funding will not be received until after the project has been completed and a reimbursement request is processed. As a result, like other reimbursable grant programs, the City will use its funds to meet project cash flow. Staff proposes to use funds remaining in the Annual Resurfacing project, CIP No. 095003, for this purpose. Once the ARRA reimbursement funds have been received, staff will reimburse the projects.
