One requirement for eligibility to receive Proposition 42 funding is that <br /> the funding must be used by the end of the fiscal year following the fiscal year in which <br /> it was allocated. At the time the CIP budget was prepared, Proposition 42 dollars were <br /> being delayed and it was unknown if or when the dollars would be received. <br /> Appropriating the additional $97,422 allows the City to use the full amount of <br /> Proposition 42 funds allocated last fiscal year within the time period required. <br /> BACKGROUND <br /> The American Recovery and Reinvestment Act of 2009 was signed by President <br /> Obama on February 17, 2009, to stimulate the national economy. The ARRA funding <br /> for Local Street and Road (LS &R) System Preservation projects is divided into <br /> "Regional ARRA Funding" and "State ARRA Funding." <br /> The City of Pleasanton applied for and is eligible to receive $1,588,000 and $370,000 <br /> from Regional ARRA Funding and State ARRA Funding, respectively. <br /> On August 18, 2009, City Council awarded a construction contract to Gallagher Burk, <br /> Inc. for a contract amount of $979,749 for "Overlay of Various City Streets- CIP No. <br /> 095014 It is estimated that $1,126,711 from Regional ARRA Funding will be utilized <br /> for the total cost of this project including construction contract, contingency, and <br /> construction services and management costs. Since the total project cost is less than <br /> the Regional funds the City of Pleasanton is eligible to receive, the City has obtained <br /> approval to spend up to $371,289 on another qualifying Local Streets and Roads <br /> System Preservation project. This funding has been re- categorized as ARRA "cost <br /> savings." <br /> In order to meet the program guidelines and restricted timeline, Santa Rita Road <br /> between Valley Avenue and Jensen Street was chosen for pavement rehabilitation <br /> under the cost savings' ARRA funding. This roadway section is in need of repairs, and <br /> the project will provide for the resurfacing of approximately 240,000 square feet of <br /> roadway with open graded asphalt concrete overlay construction. This project will also <br /> include base repair, replacing existing non compliant ADA curb ramps, adjusting <br /> appurtenances to grade, installing pavement markers, and installing new bike lanes, <br /> roadway legends, striping, and traffic detector loops. <br /> On December 1, 2009, the City Council adopted a resolution authorizing the application <br /> for ARRA 2009 Cost Saving 1 funding for this project. On March 26, 2010, staff received <br /> approval from the Department of Transportation to proceed with the construction of this <br /> project. <br /> Page 2 of 3 <br />
