I. HOUSING AND HUMAN SERVICES GRANT (HHSG) PROGRAM <br /> BACKGROUND <br /> As the Council is aware, the City began implementation of its new Housing and Human <br /> Services Grant (HHSG) program last December with the beginning of the Fiscal Year <br /> 2010 (2010 -11) funding cycle. The new HHSG program combines funding from the <br /> federal Community Development Block Grant (CDBG) and HOME (HOME Investment <br /> Partnership Program) grants and two local sources (Lower Income Housing Fund and <br /> General Funds allocated for human services) into a single streamlined grant program. <br /> HHSG applications were solicited December through February. Approximately 30 <br /> applications were received by the February 1 deadline with a total aggregate funding <br /> request of $1,111,647. <br /> DISCUSSION <br /> Expected FY2010 HHSG Funding Levels <br /> The following table summarizes the anticipated composite level of funding for the HHSG <br /> program for the coming fiscal year: <br /> Source Funding Notes <br /> CDBG $323,922 The figure to the left includes $194,300 for capital /rehab and $44,838 for public <br /> services (15% maximum) and $59,784 retained to reflect the cost of program <br /> administration. In addition, the amount includes an additional $25,000 that was <br /> allocated to LARPD in FY 2007 but never utilized. The City's CDBG grant for FY <br /> 2010 represents an 8% increase over FY 2009. <br /> City Gen. $170,000 Formerly City Grant funds reserved for human services; includes $130,000 annual <br /> Fund allocation plus $40,000 diverted from former Child Care Links contract. <br /> Subtotal: $493,922 [Funding reviewed by the Human Services Commission] <br /> HOME $240,000 Total available is approximately $680,000. However, the Housing Commission has <br /> expressed an interest in reserving these funds for a future large project such as <br /> Kottinger Place. Of the $680,000, $174,010 is from the FY 2010 allocation. <br /> LIHF $86,500 Based on the current year requests for projects that have been funded from the LIHF <br /> in recent years. The allocation of funds from the LIHF is subject to review and <br /> recommendation by the City's Housing Commission. <br /> Subtotal: $326,500 [Funding reviewed by the Housing Commission] <br /> Total $820,422 <br /> A summary of the applications received by the February 1 deadline is included in <br /> Attachment 1, Table A (the list also includes the annual payment on the City's Section <br /> 108 loan that was obtained in 2002 to acquire and rehabilitate the former Family Crisis <br /> Shelter now known as Sojourner House).
