Priority: Foster and encourage innovative programs that meet <br /> emerging community needs with emphasis on low income <br /> and underserved populations. <br /> Introduction <br /> Through documents such as the General Plan, Housing Element, and Tri- Valley Human Services <br /> Needs Assessment, the City establishes general policies and programs for the delivery of important <br /> human services to Pleasanton residents. Another key tool that encourages the emergence of <br /> innovative solutions is the City's Housing and Human Services Grant (HHSG) program. The HHSG <br /> program was developed in 2009 as a refinement and consolidation of four separate grant programs: <br /> 1. Federal Community Development Block Grant (CDBG) Funds <br /> 2. Federal HOME Investment Partnership Program (HOME) Funds <br /> 3. City Lower Income Housing Funds for Housing <br /> 4. City General Funds for Human Services (formerly "City Grant <br /> The consolidation of these four funding sources into a single streamlined grant program is expected <br /> to create greater efficiencies in the allocation of limited funding sources as well as the coordination <br /> and delivery of human services. While each source has specific priorities and requirements, there is <br /> an overarching priority for funding programs and services that benefit low income residents. The <br /> first HHSG grants will be allocated in spring 2010. The City will continue to monitor and refine the <br /> HHSG program to ensure that it fulfills the goal of fostering innovation in the design and delivery of <br /> services that meet the needs of low income and underserved populations. <br /> Short and Long Term Objectives <br /> The objectives presented in this section reflect the broad areas which will be pursued under this <br /> priority.
