THE CITY OF 14 <br /> CITY COUNCIL AGENDA REPORT <br /> PL£ ASANTON. <br /> May 18, 2010 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: APPROVAL OF THE JOINT POWERS AGREEMENT CREATING THE <br /> ALAMEDA COUNTY TRANSPORTATION COMMISSION (ACTC) AND <br /> AMENDING THE JOINT POWERS AGREEMENT FOR THE ALAMEDA <br /> COUNTY CONGESTION MANAGEMENT AGENCY (ACCMA) <br /> SUMMARY <br /> The Alameda County Congestion Management Agency (ACCMA) and the Alameda <br /> County Transportation Improvement Authority (ACTIA) have embarked on a new <br /> approach to more cost effectively plan and deliver transportation programs in Alameda <br /> County. The approach proposes a merger of the two agencies into a new one entitled <br /> the Alameda County Transportation Commission (ACTC). While both organizations <br /> have functioned well as separate agencies, the respective Boards believe that the <br /> proposed new JPA will provide a more efficient and cost effective platform over the long <br /> term to the residents of Alameda County upon which to plan and deliver transportation <br /> programs and capital projects. <br /> RECOMMENDATION <br /> 1. Adopt a Resolution approving the Joint Powers Agreement creating the Alameda <br /> County Transportation Commission (ACTC) and amending the Joint Powers <br /> Agreement for the Alameda County Congestion Management Agency (ACCMA). <br /> 2. Authorize the Mayor or City Manager to execute the necessary agreements. <br /> FINANCIAL STATEMENT <br /> The adoption of this resolution approving the creation of the Alameda County <br /> Transportation Commission JPA and amending the JPA for the Alameda County <br /> Congestion Management Agency does not have a direct financial impact on the City. <br />
