DRAFT <br /> Commissioner Pentin stated that page 14 of the staff report states that cobblestones are <br /> proposed beneath the existing trees. He noted that the landscaping in the designs <br /> provided still shows cobblestones and inquired if the cobblestones would be removed. <br /> Mr. Pavan replied that a condition has been included requiring that the cobblestones be <br /> removed and replaced with organic mulch. <br /> Commissioner Pentin noted that Condition No. 5 uses the term "encourage" rather than <br /> the usual verbiage such as "may" or "shall" that is generally used in conditions. He <br /> inquired how this condition would be enforced. <br /> Mr. Pavan explained that this condition was provided by the City Engineer. He added <br /> that while connecting to a privately -owned storm drain system is the preference, it is not <br /> required and that it would be acceptable should the applicant prefer to connect to the <br /> 72 -inch storm line. <br /> Commissioner Narum inquired why the applicant chose to add 36 units and not anything <br /> more or less than 36 and if inclusionary housing was considered at arriving at this <br /> number. <br /> Mr. Pavan replied that that the Council direction was to add more units, and the <br /> applicant worked with staff and arrived at this number. He added that the Code requires <br /> inclusionary housing units when the proposal exceeds 15 new units. <br /> Commissioner O'Connor stated that he reviewed the conditions of approval and <br /> inquired, for the benefit of Commissioner Blank who was not in attendance, whether the <br /> units would be sprinklered. <br /> Chair Olson replied that he believed the requirement for sprinklers was spelled out in <br /> Conditions No. 7 and 9. <br /> Mr. Pavan confirmed Chair Olson's observation. <br /> Commissioner O'Connor inquired if Area C would be the location of the only three -story <br /> buildings in the complex. <br /> Mr. Pavan said yes. He added that the rest of the complex are two -story buildings. <br /> THE PUBLIC HEARING WAS OPENED. <br /> Andy Byde, Braddock Logan Services, Inc., Applicant, noted they came before the <br /> Commission a year ago with a 12 -unit project and the remodel of the existing <br /> clubhouse, generally located along Bernal Avenue with two buildings within Area C.
