Transportation Development Act Claim Form <br /> TDA 4.5 Document E(a) <br /> Description of Applicant and Transit System <br /> 1. Service and Operations Description <br /> Door -to -Door Service <br /> The City of Pleasanton Senior Citizens' Transportation Program was first initiated <br /> by the Pleasanton Junior Women's Club in 1972. It was developed in response to <br /> concerns about the lack of available transportation for senior residents no longer <br /> able to drive. The Junior Women's Club donated a 12- passenger mini -bus to the <br /> City with the stipulation that the vehicle be used to provide free transportation for <br /> the City's elderly. In 1975, the Club donated a second van. As ridership demand <br /> increased, the City applied for and received funds from Metropolitan <br /> Transportation Commission (MTC) and Alameda County enabling the City to <br /> expand the program. <br /> Today, Pleasanton Paratransit Service (PPS) provides door -to -door transportation <br /> services to Pleasanton/Sunol senior residents 60 years or older, and disabled <br /> residents age 18 years and older as part of the City's core services. Livermore <br /> Amador Valley Transit Authority (LAVTA) determines ADA eligibility for <br /> disabled residents. The purpose of PPS is to reduce isolation, increase <br /> socialization, and encourage independent living, thereby minimizing the need for <br /> institutionalization and enhancing the quality of life for residents no longer able to <br /> drive or those who do not have a car available to them. This program focuses on <br /> door -to -door, driver assisted transportation. A client application is required to <br /> participate in the service. <br /> The PPS fleet includes one (1) van and six (6) mini- buses /vans. This demand <br /> responsive service is available Monday through Friday, 8:00 a.m. to 5:00 p.m., <br /> and Saturdays, 9:00 a.m. to 4:00 p.m. For FY 2010 -11 there will be four (4) <br /> drivers scheduled on weekdays, one (1) driver on Saturdays and service is not <br /> offered on Sundays. The weekday schedule reflects an elimination of one driver <br /> per weekday, which is reflective of the Door -to -Door ridership for the first 6 <br /> months of FY 2009 -10 compared to FY 2008 -09, which was down 26 This <br /> reduction in ridership is due primarily to the increased ridership in the newly- <br /> piloted Measure B Gap funded Downtown Route Service (DTR). When PPS is <br /> not operating or when PPS is in high demand, LAVTA provides comparable <br /> services to Pleasanton ADA eligible clients. <br /> The PPS j program staff includes two (2) full -time and seven (7) part-time drivers, <br /> all City of Pleasanton employees. All drivers are hired, trained, and supervised by <br /> the City. There is currently one (1) full -time driver assigned to the Door -to -Door <br /> and one (1) assigned to the Downtown Route. The program is also staffed by one <br /> (1) full -time and one (1) part-time dispatcher, who are both City employees, and a <br />
