BACKGROUND <br /> The purpose of this project is to improve street accessibility and appearance near the <br /> Firehouse Arts Center located on Railroad Avenue. <br /> The project will consist of removing and replacing 250 feet of sidewalk on the north side <br /> of Division Street between Main Street and Railroad Avenue to ensure adequate <br /> pedestrian access for persons with disabilities. Existing trees will be removed and new <br /> street trees will be planted, as the existing trees restrict pedestrian access and were <br /> determined to be in poor condition with numerous structural defects, as described in the <br /> Hort- Science Report dated September 18, 2009. <br /> Other improvements include the installation of decorative street lights (similar to those <br /> on Main Street), the addition of a trash receptacle on the north side of Division Street, <br /> and the installation of a redwood fence along portions of the south side of Division <br /> Street and west side of Railroad Avenue. <br /> The curb returns at the intersection of Division Street and Railroad Avenue will be <br /> improved to include pedestrian bulb -outs with concrete pavers (similar to those on Main <br /> Street). In addition, the newly placed asphalt concrete will receive a colored street <br /> imprint with a grid design that matches the entrance to the Firehouse Arts Center. <br /> Immediately following the construction of the subject project, Railroad Avenue, Division <br /> Street, and Spring Street will receive a slurry seal application and will be re- striped as <br /> part of the Annual Slurry Seal project, CIP No. 095004. <br /> The preliminary improvement plans have been well received by the Pleasanton <br /> Downtown Association and property owners. <br /> DISCUSSION <br /> Sealed bids for this project were opened on April 19, 2010. Two (2) bids were received <br /> in the amounts of $241,808 and $294,068, compared with the engineer's estimate of <br /> $250,000 for the project (see Attachment 1). The low bid of $241,808 was received <br /> from Grade Tech Inc. of Castro Valley. Since all bid documents were found to be in <br /> order and past work performed by this contractor was verified to be satisfactory, staff <br /> recommends award of the construction contract to this firm. <br /> BUDGET <br /> Since the need for this project became apparent during the past year, it was not <br /> included in the FY 2010 -11 Capital Improvement Program. To fund the project, staff <br /> recommends transferring $284,375 from the Capital Improvement Program Reserve, <br /> CIP No. 068018, which would have been the likely source even if the project was <br /> included in the CIP.
