SECTION 2. The Fire Department or the contractor, as the case may be, shall keep an <br /> account of the cost of abatement for each separate parcel of land where the work is done and <br /> shall submit to the City Council for consideration, hearing and /or objections, modification and <br /> confirmation, an itemized written report showing the cost, all as more particularly described by <br /> Government Code Section 39574. <br /> SECTION 3. The weed abatement costs, including a 100% administrative charge, shall <br /> be the responsibility of the property owner of the parcel of land where the work was done. <br /> SECTION 4.
